Council Minutes of 10-04-2022 <br />Discussed Resolution 2022-75.. a second Resolution of City Council adopting the <br />Mayor's proposal for new program initiatives and capital improvements made possible <br />by funds received by the City of North Olmsted from the American Rescue Plan Act of <br />2021, and declaring an emergency. Councilman Glassburn stated the committee <br />recommends an amendment to remove the modernization of Chambers and Caucus <br />until more research is conducted, as well as removing the speed humps/bumps portion, <br />as the Administration has chosen to purchase extra digital speed signs instead. The <br />legislation as amended was favorably recommended 2-0, and the Committee Meeting <br />concluded at 7:54 p.m. <br />Councilman Glassburn moved to Amend Resolution 2022-75 and was seconded by Councilman <br />Limpert and passed 7-0. <br />Roll Call: <br />Yes. Glassburn, Limpert, Kelly, Gilchrist, Williamson, Scarl, Hemann <br />No. None <br />Motion to Amend Resolution 2022-75 passed 7-0. <br />None <br />AUDIENCE PARTICIPATION <br />William Turvey <br />6631 Chadbourne <br />Mr. Turvey wanted to address Council to get a clear answer on whether or not he can let his <br />chickens out in his backyard when they are home: he feels the Ordinance is not very clear. Mr. <br />Limpert advised Mr. Turvey that when the legislation was created it did not intend to allow <br />chickens to roam free in a yard. Law Director Gareau asked if Mr. Turvey has a fence, to which <br />he stated he did not have a completely fenced -in backyard. Council President Brossard asked <br />Mr. Turvey to leave his name and number so that the Law Director and the Building Department <br />can advise on the correct course of action. Ms. Gilchrist also requested to be included in any <br />discussions as well, being that Mr. Turvey is in her district. <br />LEGISLATION <br />Resolution 2022-80 introduced by Mayor Jones was given its third reading. A Resolution <br />authorizing the Director of Law, on behalf of the City of North Olmsted, to enter into an <br />agreement with the Law Firm of Squire Patton Boggs to provide Professional Legal Services for <br />Community and Economic Development and for the creation and modification of Tax Increment <br />Financing ("TIF) Incentive Districts, and declaring an emergency, as Amended. Councilman <br />Glassburn moved for adoption. The motion was seconded by Councilman Limpert and passed <br />7-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Kelly, Hemann, Scarl, Williamson, Gilchrist <br />No None <br />Motion carried. Resolution 2022-80 adopted 7-0. <br />
