Council Minutes of 09-20-2022 held at 6:30 pm. on Wednesday, October 12, 2022 at the North Olmsted Branch of the Cuyahoga County Public Library. • Congratulations to Andrew Harant, former Branch Manager at the North Olmsted Public Library in his new role as Executive Director of the Cuyahoga Falls Library. Director of Law Gareau. • In 2021 advised Council of the case of Kelly Patrick vs. Daniel Kasaris and the City of North Olmsted, wherein the case had been successfully removed. However, Ms. Patrick has since filed a Motion for Relief from Judgement. She seeks to have her case reinstated due to new evidence. The insurance defense attorneys will be defending this case and expect the same outcome. Director of Finance Copfer. • Held Ohio Deferred Comp meetings twice at City Hall, as well as various shifts at the police station, fire station and waste water treatment plant. The representative was very informative and helped answer many questions from employees. • Involved in meetings for the South Interceptor EO Tank, that will be installed on some of the property at Spruce School. Discussed the timelines and Resolutions 86 and 87. • Also involved in meetings regarding the property appraisals for insurance purposes, and will be awarding that bid at the Board of Control meeting on September 21". Councilman Limpert, Vice Chairman of the Finance Committee: The Finance Committee met on Tuesday, September 20, 2022 at 7:40 p.m. Present were Committee Members Williamson and Limpert and Council Members Kelly, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. • Discussed Resolution 2022-80 authorizing the Director of Law, on behalf of the City of North Olmsted, to enter into an agreement with the Law Firm of Squire Patton Boggs to provide Professional Legal Services for Community and Economic Development and for the creation and modification of Tax Increment Financing ("TIF") Incentive Districtsand declaring an emergency. Discussion had with regard to amending the legislation to include an expense cap of $25,000.00. Legislation was favorably recommended by a vote of 2-0 and the Committee Meeting concluded at 7:44 p.m. Councilman Limpert moved to Amend Resolution 2022-80 and was seconded by Councilwoman Williamson and passed 5-0. Roll Call Yes: Limpert, Williamson, Scarl, Gilchrist, Kelly No None Motion to Amend Resolution 2022-80 passed 5-0. Mr. Limpert asked for a moment of personal privilege to echo the Mayor's comments in congratulating the former library branch manager. Mr. Limpert stated he had visited the library numerous times before Covid, and Mr. Harant was always nice and welcoming and ran a very nice branch. COMMUNICATIONS None.
