Council Minutes of 09-20-2022 <br />held at 6:30 pm. on Wednesday, October 12, 2022 at the North Olmsted Branch of the <br />Cuyahoga County Public Library. <br />• Congratulations to Andrew Harant, former Branch Manager at the North Olmsted Public <br />Library in his new role as Executive Director of the Cuyahoga Falls Library. <br />Director of Law Gareau. <br />• In 2021 advised Council of the case of Kelly Patrick vs. Daniel Kasaris and the City of <br />North Olmsted, wherein the case had been successfully removed. However, Ms. Patrick <br />has since filed a Motion for Relief from Judgement. She seeks to have her case <br />reinstated due to new evidence. The insurance defense attorneys will be defending this <br />case and expect the same outcome. <br />Director of Finance Copfer. <br />• Held Ohio Deferred Comp meetings twice at City Hall, as well as various shifts at the <br />police station, fire station and waste water treatment plant. The representative was very <br />informative and helped answer many questions from employees. <br />• Involved in meetings for the South Interceptor EO Tank, that will be installed on some of <br />the property at Spruce School. Discussed the timelines and Resolutions 86 and 87. <br />• Also involved in meetings regarding the property appraisals for insurance purposes, and <br />will be awarding that bid at the Board of Control meeting on September 21". <br />Councilman Limpert, Vice Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 20, 2022 at 7:40 p.m. Present were <br />Committee Members Williamson and Limpert and Council Members Kelly, Gilchrist and Scarl, <br />Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety <br />Director Scofield, Service Director Kearney, Recreation and Public Engagement Director <br />Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2022-80 authorizing the Director of Law, on behalf of the City of <br />North Olmsted, to enter into an agreement with the Law Firm of Squire Patton Boggs to <br />provide Professional Legal Services for Community and Economic Development and for <br />the creation and modification of Tax Increment Financing ("TIF") Incentive Districtsand <br />declaring an emergency. Discussion had with regard to amending the legislation to <br />include an expense cap of $25,000.00. Legislation was favorably recommended by a <br />vote of 2-0 and the Committee Meeting concluded at 7:44 p.m. Councilman Limpert <br />moved to Amend Resolution 2022-80 and was seconded by Councilwoman Williamson <br />and passed 5-0. <br />Roll Call <br />Yes: Limpert, Williamson, Scarl, Gilchrist, Kelly <br />No None <br />Motion to Amend Resolution 2022-80 passed 5-0. <br />Mr. Limpert asked for a moment of personal privilege to echo the Mayor's comments in <br />congratulating the former library branch manager. Mr. Limpert stated he had visited the library <br />numerous times before Covid, and Mr. Harant was always nice and welcoming and ran a very <br />nice branch. <br />COMMUNICATIONS <br />None. <br />
