Council Minutes of 01-17-2022 <br />Committee meeting, each candidate was asked various questions by Council President <br />�.. and all of Council. Council President Brossard stated that Council was very impressed <br />with the candidates and their eagerness to be a part of the change they see in North <br />Olmsted. Council was satisfied with the interviews, and did not feel second interviews <br />were necessary. Council also verified with Law Director Gareau the process to take <br />place at next Council meeting to appoint the new Council Member. After no further <br />discussion, the Committee of the Whole concluded at 8:57 p.m. <br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, January 17, 2023, at 7:14 <br />p.m. Present were Committee Members Williamson and Glassburn and Council Members <br />Hemann, Limpert, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director <br />Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of Economic and <br />Community Development Upton, Safety Director Scofield, Recreation and Public Engagement <br />Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed 2022-106 An Ordinance Amending Chapter 557 of the General Offenses Code <br />of the City of North Olmsted, entitled "Sale of Cigarettes and Tobacco Products' in order <br />to update regulations for the sale to or possession of cigarettes, electronic cigarettes, or <br />other tobacco or alternate nicotine products by individuals under 21 years of age, and <br />declaring an emergency. This legislation was originally held in Committee as it would <br />have been in conflict with State legislation. <br />• Safety Director Scofield advised Governor DeWme vetoed H.B. 513 regarding local <br />regulation of tobacco products and alternative nicotine products, especially banning <br />local regulations on the sale of flavored tobacco and alternative tobacco products. This <br />ordinance will update prior modifications to include a broader variety of tobacco <br />products, added vapor products and retained the youth smoking education program. <br />The Committee voted 2-0 to favorably recommend to Council and the Committee <br />Meeting concluded at 7:19 p.m. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, January 17, 2023 at 7:00 <br />p.m. Present were Committee Members Limpert, Williamson and Hemann and Council <br />Members Glassburn, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director <br />Gareau, finance Director Copfer, Human Resources Director Kidd, Director of Economic and <br />Community Development Upton, Safety Director Scofield, Recreation and Public Engagement <br />Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed CMS 4 22-23436. Director Upton outlined that this application was approved <br />on behalf of the Waste Water Treatment Plant Superintendent to establish an EQ Basin <br />near the Spruce property. He noted that one resident did have comments/concerns <br />stating the basin was close to rental property, which was addressed in planning and the <br />resident did not have any follow-ups. After some discussion the recommendation was <br />made to approve CMS 4 22-23436 by a vote of 3-0. <br />0 <br />
