Council Minutes of 01-17-2022 <br />• Also discussed in Committee was Ordinance 2023-2 An Ordinance Amending and Re- <br />establishing Chapter 171 of the Administrative Code entitled "Community <br />Reinvestment" in order to update the standards and protocols for awarding and <br />managing tax abatement, and declaring an emergency. Director Upton advised that the <br />tax abatement program has been in existence since 2014 for residential new buildings. <br />He estimated that the abatement program has impacted up to 80 properties over the <br />course of the program. Director Upton further noted that it is the Administration's <br />position that the abatement is not needed in order to induce new residential build <br />within the City. Mr. Limpert noted that he would like to see a more restrictive <br />abatement in the future that incentivizes the building of residential properties to <br />diversify the home choices based on home value or square footage. The legislation was <br />favorably recommended to Council by a vote of 3-0, and the Committee Meeting <br />concluded at 7:10 p.m. Councilman Limpert moved to recommend CMSN22-23436. <br />That motion was seconded by Councilwoman Williamson. <br />Roll Call: <br />Yes: Limpert, Williamson, Scarl, Glassburn, Hemann, Gilchrist <br />No: None <br />Motion carried. CMS U 22-23436 approved by a vote of 6-0. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee <br />did not have a report but asked for a moment of personal privilege to note on the record that <br />she objected to the timeliness of the resume submissions for the Council At Large position, <br />noting only one applicant met the submission end date set by Council President Brossard and <br />the other candidates filed late. Resolution 2023-5 was removed from the agenda by a vote of 6-0. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, January 17, 2023 at 7:20 p.m. Present were <br />Committee Members Glassburn, Williamson and Limpert and Council Members Hemann, <br />Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance <br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community <br />Development Upton, Safety Director Scofield, Recreation and Public Engagement Director <br />Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed 2023-1 An Ordinance to make appropriations for Capital Improvements for <br />the City of North Olmsted for the Year ending December 31, 2023. All budgeted capital <br />projects. Includes many projects including the Great Northern Bridge, significant <br />improvements at the Waste Water Treatment Plant and Springvale. All the projects will <br />be funded out of the budget whereas no need to bond any projects, which is a great <br />improvement. The legislation was favorably recommended by a vote of 3-0 and the <br />Committee Meeting concluded at 7:26 p.m. <br />
