Council Minutes of 02-07-2023 <br />Councilwoman Gilchrist, Chairwoman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, January 24, 2023 at 8:02 p.m. Present <br />were Committee Members Gilchrist, Hemann, Scarl and Council Members Williamson, Glassburn, <br />Limpert and Madden, Council President Brossard, Mayor Jones, Director of Economic and Community <br />Development Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public <br />Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed the new precinct maps received from the Board of Elections. The Committee and <br />Council discussed what, if any, inconvenience there would be to the residents, and discussed the <br />precinct boundaries in general. The Precinct Maps drawn by the Board of Elections were not <br />objected to by a vote of 3-0, and Committee Meeting concluded at 8:24 p.m. <br />Councilwoman Gilchrist, Chairwoman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, February 7, 2023 at 7:25 p.m. Present <br />were Committee Members Gilchrist, Hemann, Scarl and Council Members Williamson, Glassburn, <br />Limpert and Madden, Council President Brossard, Mayor Jones, Director of Law Cancan, Finance <br />Director Copfer, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed an issue found with the precinct maps received from the Board of Elections, the day <br />after the last Committee Meeting. It was discovered that three census block were placed in <br />Ward 4, that should have been included in Ward 3. These blocks are blocks 2003, 2005, and <br />2006 (from Census Tract 1742.05 from the 2020 Census. This area is more commonly known as <br />the portion of the Country Club Condominiums located North of Country Club Boulevard and <br />South of the Mall / Victoria Lane (permanent parcel 235-27-001(. A conversation was had with <br />the Board of Elections, Law Director Gareau and Councilman Glassburn. The cause of the error <br />was determined to be incorrect language on the legal descriptions. Therefore, it was suggested <br />that the Legal Descriptions be revised to correct the error, and resubmitted to the Board of <br />Elections, from which new precinct maps would be drawn to correct the error. The Committee <br />voted 3-0 to not object to the legal descriptions. Councilwoman Gilchrist moved to not object to <br />the legal descriptions, however, Law Director Gareau interjected that because there would be <br />legislation to codify those descriptions, a vote to not oppose was unnecessary. <br />• The Committee interviewed Ms. Tahani Mousa, Mayor Jones' appointment to the Arts <br />Commission. The interview consisted of questions from Committee and Council and many <br />thanks were offered to Ms. Mousa for volunteering her time. Ms. Gilchrist moved to <br />recommend the appointment of Ms. Mousa to the Arts Commission for the term of January 1, <br />2023 through December 31, 2026, Ms. Hemann seconded, and the Committee vote was <br />unanimous to recommend Ms. Mousa to the Arts Commission. Councilwoman Gilchrist moved <br />to appointment of Ms. Mousa to the Arts Commission for the term of January 1, 2023 through <br />December 31, 2026. The motion was seconded by Councilman Scarl. <br />Roll Call: <br />Yes: Gilchrist, Scarl, Madden, Limpert, Glassburn, Hemann, Williamson <br />No: None <br />Motion carried. Ms. Tahani Mousa was appointed to the Arts Commission for the term of January <br />1, 2023 through December 31, 2026 by a vote of 7-0. <br />• Lastly, the Committee and Council were introduced to Dr. Alhawawsha who is the Mayor's <br />appointment to the Community Improvement Corporation, and the Committee concluded at <br />7:34 p.m. <br />
