Council Minutes of 02-07-2023 <br />Councilman Madden, Chairman of the Streets and Transportation Committee: <br />Councilman Madden deferred the report to Vice Chair Glassburn as he ran the meeting. The Streets and <br />Transportation Committee on Tuesday, January 24, 2023 at 7:28 p.m. Present were Committee <br />Members Madden, Glassburn and Gilchrist and Council Members Williamson, Hemann, Limpert and <br />Scarl, Council President Brossard, Mayor Jones, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director <br />Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-4. A Resolution dispensing with the RFP process and authorizing the <br />Mayor to enter into an agreement with the Senior Transportation Connection of Cuyahoga <br />County to provide for transportation services, and declaring an emergency. There was <br />discussion by Committee with regard to the fees for in -City Transportation, and although <br />everyone agreed that STC is a great company and they want to continue the services, it was <br />asked that the legislation be amended to change in -City rates from $5 to $4. Councilman <br />Glassburn moved to Amend Resolution 2023-4. The motion was seconded by Councilman <br />Madden. <br />Rall Call: <br />Yes: Glassburn, Madden, Limpert, Gilchrist, Williamson, Hemann, Scarl <br />No:None <br />Motion carried. Resolution 2023-4 was amended by a vote of 7-0. <br />• Also discussed Ordinance 2023-7. An Ordinance authorizing the Mayor to execute contracts with <br />the Director of the Ohio Department of Transportation for a "county -wide bridge repair project <br />for structures on the interstate system which includes Great Northern Boulevard bridge over IR - <br />480 (Cuy-22-0434) and Columbia Road bridge over IR -480 (Cuy-480-0446) in the City of North <br />Olmsted", and declaring an emergency. The legislation provides for the revamp of Great <br />Northern Bridge. Council asked about the upcoming bridge rehab on Columbia and Great <br />Northern Boulevard. The new bridge appearance will be a great addition and a wonderful front <br />door for our Community. The legislation was favorably recommended and the Committee <br />Meeting concluded at 8:02 p.m. <br />None. <br />AUDIENCE PARTICIPATION <br />Mr. Tom Dubowski <br />5758 Wellesley Avenue <br />Mr. Dubowski came to Council to speak about the traffic signals at Stearns and Lorain wherein two <br />weeks ago he was involved in an accident with an out-of-state vehicle. He stated that when one is <br />turning left on to Stearns from Lorain, the turn lane has a green arrow, while the through lanes are red, <br />however, when the through lanes turn green, there is no light at all in the turn lane. For most people <br />when they see the green through lanes they assume it is a green turn lane, if nothing is showing. He <br />stated that he was only present that evening because of air bags and urges the City to look into the light <br />situation at that intersection and possibly make a change. <br />Council President Brossard let Mr. Dubowski know that all of Council and the Administration were glad <br />he is safe. <br />
