Council Minutes of 02-07-2023 Councilman Madden, Chairman of the Streets and Transportation Committee: Councilman Madden deferred the report to Vice Chair Glassburn as he ran the meeting. The Streets and Transportation Committee on Tuesday, January 24, 2023 at 7:28 p.m. Present were Committee Members Madden, Glassburn and Gilchrist and Council Members Williamson, Hemann, Limpert and Scarl, Council President Brossard, Mayor Jones, Director of Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. • Discussed Resolution 2023-4. A Resolution dispensing with the RFP process and authorizing the Mayor to enter into an agreement with the Senior Transportation Connection of Cuyahoga County to provide for transportation services, and declaring an emergency. There was discussion by Committee with regard to the fees for in -City Transportation, and although everyone agreed that STC is a great company and they want to continue the services, it was asked that the legislation be amended to change in -City rates from $5 to $4. Councilman Glassburn moved to Amend Resolution 2023-4. The motion was seconded by Councilman Madden. Rall Call: Yes: Glassburn, Madden, Limpert, Gilchrist, Williamson, Hemann, Scarl No:None Motion carried. Resolution 2023-4 was amended by a vote of 7-0. • Also discussed Ordinance 2023-7. An Ordinance authorizing the Mayor to execute contracts with the Director of the Ohio Department of Transportation for a "county -wide bridge repair project for structures on the interstate system which includes Great Northern Boulevard bridge over IR - 480 (Cuy-22-0434) and Columbia Road bridge over IR -480 (Cuy-480-0446) in the City of North Olmsted", and declaring an emergency. The legislation provides for the revamp of Great Northern Bridge. Council asked about the upcoming bridge rehab on Columbia and Great Northern Boulevard. The new bridge appearance will be a great addition and a wonderful front door for our Community. The legislation was favorably recommended and the Committee Meeting concluded at 8:02 p.m. None. AUDIENCE PARTICIPATION Mr. Tom Dubowski 5758 Wellesley Avenue Mr. Dubowski came to Council to speak about the traffic signals at Stearns and Lorain wherein two weeks ago he was involved in an accident with an out-of-state vehicle. He stated that when one is turning left on to Stearns from Lorain, the turn lane has a green arrow, while the through lanes are red, however, when the through lanes turn green, there is no light at all in the turn lane. For most people when they see the green through lanes they assume it is a green turn lane, if nothing is showing. He stated that he was only present that evening because of air bags and urges the City to look into the light situation at that intersection and possibly make a change. Council President Brossard let Mr. Dubowski know that all of Council and the Administration were glad he is safe.
