The modifications of <br />the drive-thru were discussed and it was noted that there were no concerns from neighboring <br />businesses and Case # 22-21179 was recommended for approval. <br />• Also discussed was Ordinance 2023-18, An Ordinance Amending Section 1118.13 of the Planning <br />and Zoning Code of the Codified Ordinances of the City of North Olmsted entitled, "Offices and <br />Services", in order to limit the location of specified uses. Mr. Limpert noted in Section C, these <br />establishments will be located at least 2,500 feet from the nearest Place of Worship, Park, <br />Recreation Center, School or Daycare Facility. The legislation was favorably recommended by a <br />vote of 3-0. <br />Last discussed was Resolution 2023-13, A Resolution authorizing the Director of Economic and <br />Community Development to advertise for bids for the award of a contract to provide demolition services <br />at Forest and Spruce Elementary Schools, as detailed in the specifications on file, and authorizing the <br />Mayor, following approval of the Board of Control, to contract for the same with the lowest and best <br />bidder, as Amended. Director Upton noted that this legislation would provide for the award of a <br />contract for the demolition services at Forest and Spruce Elementary. The legislation was favorably <br />recommended by a vote of 3-0, and the Committee Meeting concluded at 7:30 p.m. Councilman Limpert <br />moved to approve PDC Case #22-21179. The motion was <br />seconded by Councilwoman Williamson and passed 7 -0 - <br />Roll Call: <br />Yes: Limpert Williamson, Gilchrist, Hemann, Scarl, Madden, Glassburn <br />No: None <br />Motion to Amend Resolution 2023-13 passed 7-0. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, February 14, 2023 at 7:34 p.m. <br />Present were Committee Members Hemann, Scarl and Limpert and Council Members Williamson, <br />Glassburn, Madden and Gilchrist, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director <br />Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant <br />to the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-5, A Resolution authorizing the Director of Recreation & Public <br />Engagement to solicit bids for sprayer equipment for application of fertilizer at Springvale Golf <br />Course and, upon approval of the Board of Control, further authorizing the Mayor to enter into a <br />contract with the lowest and best bidder, and declaring an emergency. Ms. Hemann explained <br />that this item was budgeted in the price range of $77,000 and $80,000, however, this resolution <br />is to seek bids as there is no state bid available. Also stating there is a lag time in delivery of 12- <br />18 months from the time of order. Director Pinchek stated the old sprayer will be kept as a <br />back-up.
