<br />Community Cabin Kitchen Renovation Project, as detailed in specifications on file, and
<br />authorizing the Mayor, following approval by the Board of Control, to enter into a contract for
<br />same with the lowest and best bidder. Ms. Hemann stated this project was budgeted and
<br />noted that the architect services have been supplied and the construction is ready to begin in
<br />May or lune, allowing the new spaces to be available In July of 2023. The legislation was
<br />favorably recommended by a vote of 3-0.
<br />Last discussed was Resolution 2023-15, A Resolution authorizing the City Engineer to advertise
<br />for bids for the award of a contract to provide construction services for the Springvale Parking
<br />Lot Renovation Project, as detailed in specifications on file, and authorizing the Mayor, following
<br />approval by the Board of Control, to enter into a contract for same with the lowest and best
<br />bidder. Ms. Hemann noted this project was budgeted for 2023, adding that the project cost
<br />could be slightly higher based on current pricing of materials and labor, and that the project
<br />would be completed in phases. The legislation was favorably recommended by a vote of 3-0
<br />and the Committee Meeting concluded at 7:47 p.m
<br />Councilman Glassburn, Chairman of the Finance Committee:
<br />The Finance Committee met on Tuesday, February 14, 2023 at 7:47 p.m. Present were Committee
<br />Members Glassburn, Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and
<br />Scarl, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd,
<br />Director of Economic and Community Development Upton, Safety Director Scofield, Service Director
<br />Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant o the Mayor Massarolo
<br />and guests.
<br />• Discussed Ordinance 2023-19, An Ordinance Amending and Re Establishing Chapter 179 of the
<br />Administrative Code entitled "Department of Economic and Community Development" In order
<br />to create the position of Economic Development Coordinator within the department, and
<br />declaring an emergency. Mr. Glassburn stated that the addition of this position will allow North
<br />Olmsted to have a fully staffed Economic Development Department for the first time in history,
<br />and the legislation was favorably recommended by a vote of 3-0.
<br />• Discussed Ordinance 2023-20, An Ordinance Amending the Rates of Compensation for
<br />Administrative Personnel to add an Economic Development Coordinator for the Year 2023; and
<br />otherwise restating the Compensation Rates and Descriptions for Various Administrative and
<br />Legislative Personnel for the year 2023, and declaring an emergency, as amended. This
<br />Ordinance allows the new Coordinator position to be funded. The legislation was favorably
<br />recommended 3-0.
<br />• Lastly discussed Ordinance 2023-21, An Ordinance to make appropriations for current expenses
<br />and other expenditures for the City of North Olmsted for the Year Ending December 31, 2023
<br />and declaring an emergency. Several questions were asked by Mr. Glassburn and Council with
<br />regard to changes made since the temporary budget, which included a new fire engine, new turf
<br />net and more. Director Copfer went through each change line by line. Mr. Glassburn noted
<br />that there was a lot of information to review and held the legislation in Committee by a vote of
<br />3-0, and the Committee Meeting concluded at 8:40 p.m.
