Council Minutes of 02-21-2023 <br />continued issue of very low income tax projections, noting that the income level is projected at <br />a level similar to the 2020 Covid shutdown. However, since no representation from Finance <br />was present the legislation was held in Committee again by a vote of 3-0, and the Committee <br />Meeting concluded at 7:39 p -m - <br />Councilman Glassburn moved to Remove Ordinance 2023-21 from the Agenda. The motion was <br />seconded by Councilwoman Limpert and passed 7 0, <br />Roll Call: <br />Yes: Glassburn, Limpert, Williamson, Scar], Madden, Hemann, Gilchrist <br />No: None <br />Motion to Remove Ordinance 2023-21 from the Agenda passed 7-0. <br />Councilman Madden, Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee on Tuesday, February 14, 2023, 2022 at 8:40 p.m. Present <br />were Committee Members Madden, Glassburn and Gilchrist and Council Members Williamson, Hemann, <br />Limpert and Scarl, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Resolution 2023-9, A Resolution authorizing the City Engineer to advertise for bids for <br />the award of a contract to provide new pavement markings to various streets and locations in <br />the City, as detailed in the specifications on file, and authorizing the mayor, following approval <br />of the Board of Control, to contract for the same with the lowest and best bidder. Mr. Madden <br />stated this is an annual request wherein service needs to completed every year The legislation <br />was favorably recommended by a vote of 3-0. <br />• Discussed Resolution 2023-10, A Resolution authorizing the City Engineer to advertise for bids <br />for the award of a contract to provide cracksealing on various streets at various locations in the <br />City, as detailed in the specifications on file, and authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. Mr. Madden <br />again noted that this is general maintenance completed every year. The legislation was <br />favorably recommended by a vote of 3-0. <br />• Discussed Resolution 2023-11, A Resolution authorizing the City Engineer to advertise for bids <br />for the award of a contract for the 2023 Street Resurfacing Project, as detailed in the <br />specifications on file, and authorizing the Mayor, following approval of the Board of Control, to <br />contract for the same with the lowest and best bidder. It was again discussed that these <br />projects are completed every year. The legislation was favorably recommended by a vote of 3- <br />0. <br />• Lastly discussed Resolution 2023-12, A Resolution authorizing the Director of Public Service to <br />advertise for bids for the award of a contract to purchase concrete materials and related <br />supplies for the Year 2023, as detailed in the specifications on file, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and best <br />bidder, and declaring an emergency. This annual project is completed every year and Service <br />Director Kearney noted that he would like to get started on the bids to get best pricing. The <br />legislation was favorably recommended by a vote of 3-0 and the Committee Meeting concluded <br />at 8:57 p.m. <br />COMMUNICATIONS <br />None. <br />
