Council Minutes of 03-072023 <br />The Arbor Day Foundation has recognized North Olmsted a Tree City USA for 2022. <br />Congratulations to Mike Bossu, the City Arborist The Mayor noted the City has earned this <br />award for several years in a row. <br />Director of Law Gareau: <br />• Director Gareau stated that the City took title and possession of Spruce and Forest Schools, as of <br />the closing date of February 28, 2023. The utilities will stay on, and the buildings will be secured <br />and protected. <br />• The 2022 Common Pleas Court case of City of North Olmsted vs. Michael Bramante, a motor <br />vehicle accident involving a light pole on Country Club Boulevard, has been settled for <br />$1,000.00. <br />• The case of the City of North Olmsted vs. Willoughby, also a motor vehicle accident involving a <br />traffic light signal system, settled as well, for $18,141.91, noting the defendant previously paid <br />$4,862.40 to dispatch an immediate temporary repair. <br />• Director Gareau updated Council on the case of Northern Trust vs. Suzy M. Walsh, which is the <br />demolition of the Oring property. The City secured a Judgement Entry wherein Northern Trust <br />stipulated to pay and perform the demolition of that building within 60 days. <br />• The City will be commencing the City of North Olmsted vs. Jacobson to obtain an injunction on a <br />registered offender to vacate a premises too close to a school. Director Gareau expects that the <br />City will be granted the injunction and the offender will move to another location. <br />Director of Finance Copfec <br />• Director Copier stated the Auditors have begun their field work this week and will be working <br />from the Caucus room behind Chambers. <br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, February 28, 2023, 2022 at 7:42 p.m. <br />Present were Committee Members Williamson, Madden and Glassburn and Council Members Hemann, <br />Limpert, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Assistant <br />Finance Director Sperling, Human Resources Director Kidd, Director of Economic and Community <br />Development Upton, Service Director Kearney, Recreation and Public Engagement Director Pinchek, <br />Special Assistant to the Mayor Massarolo and guests- <br />• Discussed Ordinance 2023-27. An Ordinance authorizing the Mayor to enter into a Five (5) Year <br />Lease Agreement with Motorola to install Dispatcher's Console Model MCC7500E, through the <br />State Purchase Program, at an annual cost of $162,288.49 and further authorizing the Mayor to <br />execute contract documents, and declaring an emergency. The Mayor explained that it is a five- <br />year lease period that includes software and technical services and the equipment would be <br />acquired through the State Purchase Program. The legislation was favorably recommended <br />with suspension 3-0 and the Committee Meeting concluded at 7:45 p.m. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, February 28, 2023 at 7.48 p.m. <br />Present were Committee Members Limpert, Williamson and Hemann and Council Members Glassboro, <br />Madden, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Assistant <br />Finance Director Sperling, Human Resources Director Kidd, Director of Economic and Community <br />Development Upton, Service Director Kearney, Recreation and Public Engagement Director Pinchek, <br />Special Assistant to the Mayor Massarolo and guests. <br />
