<br />• Discussed Resolution 2023-30. A Resolution authorizing the Director of Economic and
<br />Community Development to solicit Statements of Qualifications (S.O.Q.) from qualified
<br />individuals or firms to provide housing market analysis for the City of North Olmsted, including
<br />Forest Elementary School property, and further authorizing the Mayor, following approval of the
<br />Board of Control, to enter into a contract upon review and selection of S.O.Q.s. Director Upton
<br />stated this city-wide market analysis will determine the best -fit purpose for the Forest School
<br />property. The legislation was favorably recommended 3-0 and the Committee Meeting
<br />concluded at 7:54 p.m.
<br />Councilman Limpert asked for a moment of personal privilege to discuss the new turf at the Recreation
<br />Center, from both a City Recreation Program, and as a paid local group using the facility. Mr. Limpert
<br />stated that he had a great experience and looks forward to speaking with the Recreation Director on
<br />how to maximize the space, and noting it is a much safer space than sliding the mud outside.
<br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee:
<br />The Recreation, Public Parks and Buildings Committee met on Tuesday, February 28, 2023 at 7:53 p.m.
<br />Present were Committee Members Hemann, Scarl and Limpert and Council Members Williamson,
<br />Glassburn, Madden and Gilchrist, Council President Brossard, Mayor Jones, Law Director Gareau,
<br />Assistant Finance Director Sperling, Human Resources Director Kidd, Director of Economic and
<br />Community Development Upton, Service Director Kearney, Recreation and Public Engagement Director
<br />Pmchek, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Ordinance 2023-24. An Ordinance Amending Section 145.99(d) of Chapter 145 of the
<br />Administrative Code entitled "Department of Recreation and Public Engagement," for the
<br />purpose of creating Part -Time Support Personnel in the Division of Aging, and declaring an
<br />emergency. Ms. Hemann explained that this position was already in the budget, but needed to
<br />be added to the Organization Chart.
<br />• Also discussed Resolution 2023-25. A Resolution dispensing with the RFP process and
<br />authorizing the Mayor to enter into an agreement with Vasco Sports Contractors to provide for
<br />turf maintenance at the Recreation Center, and declaring an emergency. Ms. Hemann stated
<br />the Resolution is for the deep cleaning maintenance of the turf at the new Field House, noting
<br />that Vasco Sports is proposing a four-year biannual advanced field care in Spring and Fall in the
<br />amount of $16,000.00. The legislation was favorably recommended 3-0 and the Committee
<br />Meeting concluded at 7:59 p.m.
<br />Councilman Glassburn, Chairman of the Finance Committee:
<br />The Finance Committee met on Tuesday, February 28, 2023 at 7:59 p.m. Present were Committee
<br />Members Glassburn, Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and
<br />Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Assistant Finance Director Sperling,
<br />Human Resources Director Kidd, Director of Economic and Community Development Upton, Service
<br />Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor
<br />Massarolo and guests.
<br />• Discussed Ordinance 2023-23. An Ordinance to make appropriations for the demolition of
<br />Spruce Elementary for the Year ending December 31, 2023. The legislation was favorably
<br />recommended 3-0.
<br />• Discussed Ordinance 2023-28. An Ordinance authorizing all actions necessary to accept the
<br />Northeast Ohio Public Energy Council (NOPEC) Energized Community Grants for 2023; further
<br />authorizing the Mayor to enter into Grant Agreements, and declaring an emergency. The
<br />legislation was favorably recommended 3-0.
