Council Minutes of 03-07-2023 <br />Mr. Cary Peeples <br />4673 Lansing Drive <br />Mr. Peeples lives across the street from Mr. Bluell and noted it's the third water -main break in the two <br />years he has lived there, stating that every time there is a leak, it causes a day or day and a half without <br />water. He stated that because of the sand/sediment where the pipe sits, that sand is now in all of their <br />appliances that use water, and he just put new appliances in this home. He stated the Cleveland Water <br />Department told him this line is over -due to be replaced. He noted that it is an inconvenience and a <br />health hazard for everyone on Lansing. He also suggested using AREA funds to repair the pipes. Mc <br />Peeples further stated the Cleveland Water Department said it is not theirjob to fix the pipes and asked <br />whosejob is it to repair or replace the lines. <br />Councilman Glassburn asked to respond to Mr. Bluell and Mr. Peeples. Mr. Glassburn reiterated <br />Council's dissatisfaction with Cleveland Water, noting the issue is endemic of the reason he has been <br />unhappy with the partnership with Cleveland Water for some time. Councilman Glassburn stated that <br />it is Cleveland Water's responsibility that we have clean water and it is also their responsibility to repair <br />orthe pipes. He noted in the agreement with Cleveland Water, that it was their assertion that the pipes <br />should last well over a hundred years and that our Community is too young to need pipes, not only in <br />the near future but for decades, causing the City to enter into a multi -decade commitment to get on the <br />waiting list. He hopes we will be able to join a network in the future that cares about preserving its <br />pipes, but we are currently "stuck" with Cleveland Water. After further questions from Mr. Peeples, <br />Councilman Glassburn noted he understood his frustration and noted that Cleveland Water receives the <br />money to repair the pipes, North Olmsted does not, which is why Cleveland has the obligation to <br />complete the repairs. <br />Councilwoman Hemann asked to address Mr. Bluell and Mr. Peeples. She prompted both residents to <br />leave their names and numbers, as she had done a lot of the research when the Cleveland Water deal <br />was under review, and stated Cleveland Water is obligated to fix the pipes. Councilwoman Hemann <br />stated she will do whatever she can to help get that work done in conjunction with the City Engineer and <br />Service Director. <br />Director Upton spoke on the issue reiterating the pipes are the responsibility of Cleveland Division of <br />Water. Director assured the residents that the Administration is holding Cleveland water to their <br />obligations. <br />LEGISLATION <br />Resolution 2023-9 introduced by Mayor Jones was given its third reading. A Resolution authorizing the <br />City Engineer to advertise for bids for the award of a contract to provide new pavement markings to <br />various streets and locations in the City, as detailed in the specifications on file, and authorizing the <br />mayor, following approval of the Board of Control, to contract for the same with the lowest and best <br />bidder. <br />Councilman Madden moved for adoption. The motion was seconded by Councilman Glassburn and <br />passed 7-0. <br />
