Council Minutes of 04-18-2023 <br />30, 2023. All performances will take place at the North Olmsted Performing Arts Center. Tickets <br />are $30 and can be purchased online. <br />• Seniors from North Olmsted High School will take on senior citizens from the North Olmsted <br />Senior Center in the second annual Chair Volleyball tournament from 10 a.m. to 2 p.m. on <br />Wednesday, April 26th. Mayor Jones noted that this is a very fun event to watch and <br />participants will enjoy pizza and dessert following the games. <br />• Mayor Jones announced that Springvale Golf Course is now open, as weather permits, for those <br />that would enjoy hitting the links. <br />• The Mayor will be planting a tree at North Olmsted Community Park with our City Arborist Mike <br />Bosau in commemoration of Arbor Day on Friday, April 28, and will be joined by third graders <br />from the North Olmsted City Schools who will take part by planting flowers around the War <br />Memorial at North Olmsted Community Park. <br />• Mayor Jones shared her experience accompanying North Olmsted Boy Scout Troop #664 on a <br />trip to Gettysburg, noting it was an amazing trip with the troop. <br />Director of Law Gareau: <br />• Law Director Gareau reported that the Law Department is in receipt of an appeal from the <br />Building Commissioner's requirement that the applicant obtain a new certificate of zoning <br />approval, in the April 6, 2023 rejection of the applicant's application for a new business or <br />change, this is for Kovach Group, LLC., KAVA Bar. This will be set for a hearing before the <br />Building Zoning Board of Appeals, the date has not been set as of yet. As was the case of the <br />last occurrence, the City will be obtaining independent counsel, so that there is no conflict of the <br />interest in this case. <br />• Based on information sent by the Police Department, there are a total of nine present cases that <br />have been filed against those who we believe to be in violation of our Registered Sex Offender <br />Code, and action will be taken against those in violation, as some of them are in violation of the <br />State code as well. <br />• We are in receipt of an Appeal in the Ohio Board of Building Appeals in Ashland, with regard to a <br />plan review and approval decision by the City s Building Department. Specifically, with regard to <br />installing and using a rooftop patio on the Horizon Building, next to John Knox Church. It was <br />denied by the City of North Olmsted for what we believe a violation of the building code, this <br />will be heard on May 22, 2023. <br />Director of Finance Copfer: <br />• No Report. <br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, April 18, 2023 at 7:02 p.m. Present <br />were Committee Members Williamson, Madden and Glassburn and Council Members Hemann, Limpert, <br />Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, <br />Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, <br />Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-45. An Ordinance authorizing the Mayor to enter into the <br />Maintenance, Support and Lifecycle Management Addendum to the Motorola Solutions, Inc. <br />Communications System and Services Agreement authorized by Ord. 2023-27, and declaring an <br />emergency.
