<br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee:
<br />The Recreation, Public Parks and Buildings Committee met on Tuesday, April 18, 2023 at 7:06 p.m.
<br />Present were Committee Members Hemann, Scarl and Limpert and Council Members Williamson,
<br />Glassburn, Madden and Gilchrist, Council President Brossard, Mayor Jones, Law Director Gareau,
<br />Finance Director Copfer, Human Resources Director Kidd, Director of Economic and Community
<br />Development Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public
<br />Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Resolution 2023-44. A Resolution authorizing the Mayor to enter into a contract with
<br />CDW Corporation (also known as "CDW-G") to purchase data equipment for installation at the
<br />North Olmsted Recreation Center to improve Wi-Fi capacity, at a cost of $137,901.49 through
<br />the State Purchase Program, and declaring an emergency. Councilwoman Hemann stated the
<br />Wi-Fi at the Recreation Center needs to be upgraded, for future installation of security cameras
<br />as the Recreation Center and to improve workflow of the employees. This is primarily funded by
<br />ARPA funds, with some City funds being used as well. The Committee favorably recommended
<br />Resolution 2023-44 with Suspension by a vote of 3-0 and the Committee Meeting concluded at
<br />7:11 p.m.
<br />Councilman Glassburn, Chairman of the Finance Committee:
<br />Councilman Glassburn deferred to Vice Chairman Limpert to provide the report. The Finance
<br />Committee met on Tuesday, April 18, 2023 at 7:15 p.m. Present were Committee Members Williamson
<br />and Limpert, as Mr. Glassburn recused himself, and Council Members Hemann, Madden, Gilchrist and
<br />Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human
<br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director
<br />Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant
<br />to the Mayor Massarolo and guests.
<br />• Discussed Ordinance 2023-43. An Ordinance authorizing an Income Tax Revenue Sharing
<br />Agreement among the City of North Olmsted and the North Olmsted City School District; and
<br />declaring an emergency. Vice Chairman Limpert conducted the Finance meeting as Mr.
<br />Glassburn recused himself and stated that this Ordinance is a follow-up piece of legislation with
<br />regard to a property tax exemption for a property located at 31330 Industrial Parkway. Director
<br />Upton explained during Committee that the North Olmsted City School District changed their
<br />agreed upon position in regards to their desire to recoup their portion of the property tax
<br />revenue from the exemption and through some negotiation they are accepting a smaller portion
<br />than the full authorized portion, that will result in a 50/50 income tax sharing to compensate for
<br />that property tax, which will not exceed the amount they will be provided as part of the
<br />agreement. The Committee favorably recommended Ordinance 2023-43 with suspension by a
<br />vote of 3-0 and the Committee Meeting concluded at 7:24 p.m.
<br />Councilwoman Gilchrist, Chairwoman of the Intra -Governmental Relations Committee:
<br />The Intra -Governmental Relations Committee met on Tuesday, April 18, 2023 at 7:25 p.m. Present were
<br />Committee Members Gilchrist, Hemann, Scarl and Council Members Williamson, Glassburn, Limpert and
<br />Madden, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer,
<br />Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety
<br />Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special
<br />Assistant to the Mayor Massarolo and guests.
<br />• The Intra -Governmental Committee interviewed the Mayor's appointments to the Arts
<br />Commission. Councilwoman Gilchrist reported that Ms. Kershner introduced herself and the
<br />Committee thanked her for volunteering her talent to the Arts Commission. The Committee
