Council Minutes of 04-18-2023 <br />further stated that road seems to be deteriorating around the needed repair areas and no one seems to <br />be addressing the issue. <br />Ms. Marge Bartek <br />31063 Lily Lane <br />Ms. Bartek came to ask the City to install tornado sirens. Safety Director Scofield spoke to the request <br />stating she had researched the effectiveness of tornado sirens and found they are no longer an effective <br />resource for the warning of storms, noting most individuals receive their warnings on smart phones, tv <br />and radio, and additionally stating North Olmsted has not had alarms for 25 years. Director Scofield <br />stated the sirens are only to inform those that are outside, and suggested that she speak with Ms. <br />Bartek after the meeting. Law Director Gareau also added that in the case of a power outage one could <br />purchase, for approximately $25, a NOAA radio that will alert one in the case of an emergency. <br />LEGISLATION <br />Resolution 2023-35 introduced by Mayor Jones was given its third reading. A Resolution authorizing the <br />Director of Public Service to Advertise for bids for Leaf Collection Services as per the specifications on <br />file and, after approval by the Board of Control, further authorizing the Mayor to enter into a contract <br />with the lowest and best bidder. <br />Councilman Scarl moved for adoption. The motion was seconded by Councilwoman Gilchrist and passed <br />7-0. <br />Roll Call: <br />Yes: Scarl, Gilchrist, Glassburn, Williamson, Madden, Limpert, Hemann <br />No: None <br />Motion carried. Resolution 2023-35 adopted 7-0. <br />Resolution 2023-36 introduced by Mayor Jones was given its third reading. A Resolution authorizing the <br />Director of Public Service to advertise for bids for rock salt for roadway ice and snow removal for use by <br />the City of North Olmsted, as detailed in specifications on file and further authorizing the Director of <br />Public Service, after approval by the Board of Control, to enter into a contract with the lowest and best <br />bidder. <br />Councilman Madden moved for adoption. The motion was seconded by Councilman Glassburn and <br />passed 7-0. <br />Roll Call: <br />Yes: Madden, Glassburn, Hemann, Limpert, Williamson, Start, Gilchrist <br />No: None <br />Motion carried. Resolution 2023-36 adopted 7-0. <br />Resolution 2023-37 introduced by Mayor Jones was given its third reading. A Resolution authorizing the <br />Mayor to enter into a contract with Mad Bomber Fireworks Productions to provide a fireworks display <br />for 2023, and declaring an emergency. <br />
