Council Minutes of 05-16-2023 <br />• Springvale Ballroom will celebrate its 100" Anniversary on Thursday May 18t', with a Centennial <br />Dance from 6-9 p.m. Guests were invited to dress in the garb of their favorite decade from the <br />1920's through today. There will be dance lessons, a gift basket raffle, cocktails and other fun. <br />• The North Olmsted Department of Recreation and Public Engagement will hold its annual Ice <br />Show, "Skating through the Decades" on May 20, 2023 at 2 p.m. and 7:30 p.m. on May 21, 2023 <br />and on May 22nd at the North Olmsted Recreation Center. The show will feature a cast of over <br />100 skaters. <br />• Mayor Jones announced the celebration of National Police Week and presented Police Chief <br />Wagner with a special proclamation the day before. The Mayor thanked all North Olmsted <br />police officers for their service and honored those who lost their lives in the line of duty. <br />• Mayor Jones advised all that National EMS Week was May 21-27. Noting in 1974, President <br />Gerald R. Ford authorized EMS Week to celebrate EMS practitioners and the important work <br />they do. The theme of 2023 EMS Week was "EMS: Where Emergency Care Begins." Mayor <br />thanked all North Olmsted EMS workers for their daily contributions and the Mayor planned to <br />present a proclamation to Fire Chief Edward Schepp the following week. <br />Director of Law Gareau: <br />• Director Gareau briefed Council on the case of Northern Trust Company vs. Suzy Marie Walsh, a <br />foreclosure action for the Oring Drive property, of which the City has been involved in for over a <br />year. Council passed legislation to demolish the property and the Court granted the Northern <br />Trust Company a limited amount of time to demolish the property, or the City would demolish <br />it. To which the Northern Trust Company filed for an extension of time to demolish the <br />property, after having had more than enough time to do so. The Court granted the motion until <br />May 30, 2023. The City of North Olmsted continues to mow the lawn on the property, noting <br />this is "a symptom of a disease" of the foreclosure, banking and financing industry, wherein they <br />have an equitable interest in the house, they don't own the house and they have no incentive to <br />transfer title when they foreclose, therefore, the property sits and deteriorates and becomes a <br />blight in the community, and affects other property owners. Director Gareau advised Council <br />that the house was recently listed for sale, causing him to file an Affidavit of Facts related to the <br />title, with the County Recorders Office, and made it very clear that the property was under final <br />order of demolition, and there was no appeal, and the house will be torn down. Director <br />Gareau also stated that he will do everything in his power to see that it happens because the <br />residents of North Olmsted, and the people in that neighborhood do not deserve to have that <br />happen to their community, and will keep Council up-to-date. <br />Director of Finance Copfer: <br />• Director Copfer stated that the audit is continuing and the City will need to file the General <br />Purpose Statements by the end of the month. The auditors are still reviewing the <br />documentation and footnotes, and stated the Opinion should be received by the end of the <br />month. <br />• Director Copfer also stated that at the request of the Mayor, a Purchasing/Contracting <br />Extravaganza is being planned with the Finance and Law Departments to review purchasing <br />processes and decision points, so that a smooth process is assured going forward, with respect <br />to what the contracting and purchasing rules are. <br />
