Council Minutes of 05-16-2023 <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, May 9, 2023 at 7:31 p.m. <br />Present were Committee Members Hemann and Scarl and Council Members Glassburn, Madden and <br />Gilchrist, Council President Brossard, Mayor Jones, Finance Director Copier, Human Resources Director <br />Kidd, Director of Economic and Community Development Upton, Service Director Kearney, Recreation <br />and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-58. A Resolution authorizing acceptance of grant funding awarded by <br />the Cuyahoga County Council in the amount of $35,000.00 to provide for construction of <br />improvements at Springvale Golf Course and Ballroom; further authorizing the Mayor to enter <br />into necessary agreements therefore, and declaring an emergency. Ms. Hemann reported that <br />this resolution is for the City to accept a grant from Cuyahoga County, which was supported by <br />County Council Member Pat Kelly, and is for the improvement of the handicap ramp which <br />primarily services the Springvale Ballroom and Clubhouse. Director Pinchek explained that the <br />only access that currently exists is a single person elevator, as well as explaining that an <br />aluminum ramp will cost approximately $35,000.00, and a concrete ramp could be purchased <br />for $70,000.00 with additional funds from the City, and further stated that the parking lot <br />project is likely to come in under budget. The legislation was favorably recommended 2-0 and <br />the Committee Meeting concluded at 7:36 p.m. <br />• Ms. Hemann also thanked County Councilman Kelly for his support and the support of his <br />colleagues. <br />Councilwoman Williamson, Member of the Finance Committee: <br />In Chairman Glassburn's absence Ms. Williamson reported: The Finance Committee met on Tuesday, <br />May 9, 2023 at 7:38 p.m. Present were Committee Members Glassburn and Williamson and Council <br />Members Hemann, Madden, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Finance <br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director <br />Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-57. A Resolution approving the award of a Job Creation Grant to R.E. <br />Warner & Associates, Inc. and further authorizing the Mayor to enter into a Grant Agreement; <br />and declaring an emergency. Ms. Williamson reported that the Mayor and Director Upton <br />reported on this legislation stating that R.E. Warner is relocating their headquarters to North <br />Olmsted. The company has been granted a 30 -year job creation grant to create a total of 180+ <br />jobs in the City and over $15M in payroll. Director Upton also stated that this is the largest <br />business attraction project in the last 20 years in North Olmsted. The legislation was favorably <br />recommended 2-0. <br />• Discussed Resolution 2023-46. A Resolution authorizing the Mayor to enter into an agreement <br />with iVideo Technologies in an amount not to exceed $34,000 for purposes of upgrading the <br />audio visual capabilities of the North Olmsted City Council Caucus room, and declaring an <br />emergency. Ms. Williamson reported this legislation was discussed in Committee and was held <br />in Committee pending further research. A motion to hold in Committee passed by a vote of 2-0, <br />and the Committee Meeting concluded at 8:22 p.m. <br />None. <br />
