Council Minutes of 06-06-2023 <br />Councilman Limpert moved to amend Ordinance 2023-64 to allow the correction of the typographical <br />error. The motion was seconded by Councilwoman Williamson and passed 5-0. <br />Roll Call: <br />Yes: Limpert, Williamson, Madden, Gilchrist, Hemann <br />No: None <br />Motion carried. Ordinance 2023-64 amended by a vote of 5-0. <br />Councilman Limpert moved to approve the appointment of Assistant Finance Director Sperling RITA <br />Delegate. The motion was seconded by Councilwoman Williamson and passed 5-0. <br />Roll Call: <br />Yes: Limpert, Williamson, Gilchrist, Hemann, Madden <br />No: None <br />Motion carried. Assistant Finance Director Sperling appointed RITA Delegate approved 5-0. <br />Law Director Gareau asked to clarify Ordinance 2023-60 with regard to amending the legislation. He <br />stated that the City already has the insurance, so the legislation can be left as is without an amendment, <br />as not soliciting that piece has no legal ramifications. <br />Councilwoman Gilchrist, Chairwoman of the Intra -Governmental Relations Committee, did not have a <br />report but asked for a moment of personal privilege to state that she attended the 100 Year Springvale <br />Ballroom Celebration on May 18'", and had a great time and congratulated Director Pinchek on a great <br />job. <br />COMMUNICATIONS <br />None. <br />Dennis lambert <br />25057 Carey Lane <br />Mr. Lambert asked for an additional five minutes, however, he was granted an additional two minutes. <br />Mr. Lambert stated that he was in the park off of Cedar Point Hill, and noticed two people talking at the <br />bottom of the hill. One was a contractor and the other was a representative for the County, who were <br />discussing the bridge. He said he relayed his interactions with Council and the Administration to the two <br />individuals. Mr. Lambert reported that the contractor said he does not have a contract to finish the <br />bridge, he has a contract to replace the top of the bridge and the substructure. Mr. Lambert relayed <br />that the contractor said if he does the top and not the bottom it will eventually collapse. Per Mr. <br />Lambert reported that the woman from the County said it was the County's "problem", that they did not <br />have the money to replace that. Mr. Lambert provided Council and the Mayor with his thoughts on <br />how much he thinks the repair would actually cost. Mr. Lambert advised Council that he spoke with the <br />contractor and County representative on what kind of bridge he thinks should be built, and continued to <br />discussed different bridges in the area. He said the contractor and County representative agreed but <br />the County representative stated that the County cannot do that because of a Federal Historical <br />Restriction on changing any way that the bridge was originally built. Mr. Lambert discussed the 1933 <br />Relief Act and the WPA. He thinks the law department has a good case to go into Federal Court to argue <br />the necessity to waive the restriction. <br />
