Council Minutes of 06-20-2023 <br />both recovering fees for permits and registration, both being in line with peer communities. <br />Legislation was favorably recommended by a vote of 3-0. <br />Discussed Ordinance 2023-70 an Ordinance Amending Section 902.09 entitled "Recovery of City <br />Costs of Managing the Right -of -Way' of Chapter 902 of the Streets, Utilities and Public Services <br />Code of the City of North Olmsted, entitled "Use of Public Right -of -Way by Service Providers and <br />Contractors Performing Work of Service Provider Facilities", in order to provide for permit <br />review and inspection fees. Both 2023-69 and 2023-70 were discussed together as they were <br />similar pieces of legislation both recovering fees for permits and registration, both being in line <br />with peer communities. Legislation was favorably recommended by a vote of 3-0. <br />Discussed Ordinance 223-74 an Ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending December <br />31, 2023 and declaring an emergency. Minor salary and benefit adjustment, and an additional <br />amount for road repairs was included in this transfer ordinance. The legislation was favorably <br />recommended with suspension by a vote of 3-0, and the Committee Meeting concluded at 7:33 <br />p.m. <br />Councilman Glassburn moved to Amend Ordinance 2023-74 to include all necessary transfers. The <br />motion was seconded by Councilman Limpert and passed 7-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Hemann, Williamson, Madden, Gilchrist, Scarl <br />No: None <br />Motion carried. Ordinance 2023-74 amended by a vote of 7-0. <br />Councilman Madden, Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee on Tuesday, lune 13, 2023 at 7:35 p.m. Present were <br />Committee Members Madden, Glassburn and Gilchrist and Council Members Williamson, Hemann, <br />Limpert and Scarl, Council President Brossard, Mayor Jones, Assistant Law Director O'Malley, Assistant <br />Finance Director Sperling, Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-68 an Ordinance authorizing the Mayor to enter into an agreement <br />with the Ohio Department of Transportation for the construction and maintenance of new <br />custom decorative fencing and branding of same on the bridge carrying Great Northern <br />Boulevard over Interstate Route 480. Mr. Madden reported this is a maintenance agreement <br />with COOT covering the North Olmsted 1-480 Bridge. The legislation was favorably <br />recommended 3-0. <br />• Discussed Resolution 2023-73 a Resolution authorizing the Director of Economic and Community <br />Development to advertise for bids to award a contract for the Brookpark Road Underpass <br />Improvement Project (Phase I), as detailed in the specifications on file, and authorizing the <br />Mayor, following approval of the board of control, to enter a contract with the lowest and best <br />bidder. Mr. Madden reported that this is Phase I of improvements for the Brookpark Road <br />underpass of 1-480 to install guardrails, sidewalk improvements and improve the issue of storm <br />water run-off under the bridge to make passing by pedestrians and motorized scooters safer. <br />The legislation was favorably recommended 3-0, and the Committee Meeting concluded at 7:42 <br />p.m. <br />Councilman Madden moved to Remove 2023-83 from the Agenda as it was a duplicate to Resolution <br />2023-73.
