Council Minutes of 06-20-2023 Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and passed 7-0. Roll Call: Yes: Glassburn, Limpert, Madden, Gilchrist, Williamson, Scarl, Hemann No: None Motion carried. Ordinance 2023-75 adopted 7-0. Ordinance 2023-76 introduced by Mayor Jones and placed on first reading. An Ordinance authorizing the Director of Human Resources to solicit proposals for excess insurance coverage for the City Health Care & Hospitalization Plans for 2024, and further authorizing the Mayor, subject to approval of the Board of Control, to enter into a contract for said insurance coverage. Ordinance 2023-77 introduced by Mayor Jones and placed on first reading. An Ordinance Amending Section 1361.03 entitled "Administration" of Chapter 1361 of the Building Code of the City of North Olmsted, entitled "Flood Damage Reduction", in order to designate the City Engineer as Floodplain Administrator. Resolution 2023-78 introduced by Mayor Jones and placed on first reading. A Resolution authorizing the Administration to solicit Statements of Qualifications (S.O.Q.) from qualified professionals to serve as the City's Audio/Visual Consultant to design improvements to City Council Chambers and Caucus Facilities; and further authorizing the Mayor, following approval of the Board of Control, to enter into a Consulting Agreement with the professional selected in the S.O.Q. process. Resolution 2023-79 introduced by Mayor Jones and placed on first reading. A Resolution Authorizing the Mayor to enter into an Option and Ground Lease Agreement with TowerCo 2013 LLC to provide for a Monopole Cellular Tower located at North Olmsted Park, and further authorizing the Mayor to execute all contract documents, and declaring an emergency. Resolution 2023-80 introduced by Mayor Jones and placed on first reading. A Resolution authorizing the Mayor to enter into a Fourth Amendment of an Option and Ground Lease Agreement with TowerCo 2013 LLC to provide for an extension of the lease term of Monopole Cellular Tower located at North Olmsted Recreation Center in consideration of advanced payment of rents, and further authorizing the Mayor to execute all contract documents, and declaring an emergency. Resolution 2023-81 introduced by Mayor Jones and placed on first reading. A Resolution authorizing the Director of Economic and Community Development to advertise for bids for the award of a contract to provide construction services for the Clague Road Force Main Replacement Project, as detailed in specifications on file, and authorizing the Mayor, following approval by the Board of Control, to enter into a contract for same with the lowest and best bidder. Resolution 2023-82 introduced by Mayor Jones and placed on first reading. A Resolution authorizing the Fire Chief to make application on behalf of the City of North Olmsted to the State of Ohio to participate in the Ambulance Transportation Grant Program; and further authorizing the Mayor to accept the Grant, if awarded, and execute agreements therefore, and declaring an emergency. Councilwoman Williamson moved to suspend the rules requiring three readings and formal Committee review. The motion was seconded by Councilman Madden and passed 7-0.
