Council Minutes of 08-15-2023 <br />equipment at a total cost of $69,638.39, pursuant to State Purchasing Program, and declaring an <br />emergency. Councilman Glassburn stated there were procedural issues with the procurement <br />of the equipment and it is being brought to Council for approval again, adding those problems <br />have been resolved so it will not happen in the future. The legislation was favorably <br />recommended with suspension by a vote of 3-0, and the Committee Meeting concluded at 6:54 <br />p.m. <br />Councilwoman Gilchrist, Chairwoman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, August 8, 2023 at 6:55 p.m. Present <br />were Committee Members Gilchrist, Hemann, Scarl and Council Members Williamson, Glassburn, <br />Limpert and Madden, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, <br />Service Director Kearney, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Mayor Jones' appointment to the Planning and Design Commission, Mr. Cary Peeples. <br />Councilwoman Gilchrist stated that a few questions were asked by the Committee and Mr. <br />Peeples was thanked for volunteering his time. The Committee voted 3-0 to approve the <br />appointment of Mr. Peeples to the PDC, and the Committee Meeting concluded at 7:00 p.m. <br />Councilwoman Gilchrist moved to approve the appointment of Mr. Cary Peeples to the Planning and <br />Design Commission for the unexpired term of January 1, 2019 through December 31, 2023. The motion <br />was seconded by Councilwoman Hemann and passed 7-0. <br />Roll Call: <br />Yes: Gilchrist, Hemann, Madden, Williamson, Limpert, Glassburn, Scarl <br />No: None <br />Motion carried. Motion to approve the appointment of Mr. Peoples to the PDC passed 7-0. <br />Councilwoman Gilchrist asked for a moment of personal privilege to state that the VFW Golf Outing was <br />a great event. <br />None. <br />AUDIENCE PARTICIPATION <br />Dan Dufala <br />4466 West Ranchview <br />Mr. Dufala wanted to address Council regarding the sidewalk issues on West Ranchview and Ranchview, <br />wherein 30 years ago the street was paved raising the street level to be even with the sidewalks. He <br />explained that these are the only streets in North Olmsted that do not have street lawns, that their <br />sidewalks are the street lawn, and there is no curb. He noted that the residents on these streets are <br />receiving citations to fix their sidewalks. He realizes the sidewalks are the residents' responsibility but <br />when the plows come down the street, it tears up the sidewalks. Mr. Dufala is looking for a solution <br />and/or some direction on whether a curb should be installed, etc. <br />Council President Brossard responded to Mr. Dufala by stating that he agrees with his historical review, <br />with the exception that the promise to look into came from the previous administration versus City <br />Council, and recognizes that nothing happened. Council President Brossard shared Mr. Dufala's <br />concerns with the Administration, who will work towards a resolution that works for all. <br />
