Council Minutes of 08-15-2023 Jeff Sturgeon 3092 West 23151 Street Mr. Sturgeon stated that he is still very happy with the improvements being made to the Brookpark underpass, but feels the last piece of sidewalk that is not done, that is the property of the State of Ohio, needs to be completed. He stated that there is about 600 ft. that needs to be side walked or asphalted. He asked if anyone has reached out to the State of Ohio about this issue. Mayor Jones responded by stating that she has brought up that issue with ODOT in initial conversations with regard to the improvements the City is making to the area, to bring about a solution that works for the State of Ohio and the City of North Olmsted. LEGISLATION Ordinance 2023-76 introduced by Mayor Jones was given its third reading. An Ordinance authorizing the Director of Human Resources to solicit proposals for excess insurance coverage for the City Health Care & Hospitalization Plans for 2024, and further authorizing the Mayor, subject to approval of the Board of Control, to enter into a contract for said insurance coverage. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and passed 7-0. Roll Call: Yes: Glassburn, Limpert, Hemann, Gilchrist, Scarl, Madden, Williamson No: None Motion carried. Ordinance 2023-76 adopted 7-0. Ordinance 2023-77 introduced by Mayor Jones was given its Third reading. An Ordinance Amending Section 1361.03 entitled "Administration" of Chapter 1361 of the Building Code of the City of North Olmsted, entitled "Flood Damage Reduction", in order to designate the City Engineer as Floodplain Administrator. Councilman Limpert moved for adoption. The motion was seconded by Councilwoman Williamson and passed 7-0. Roll Call: Yes: Limpert, Williamson, Scarl, Madden, Hemann, Glassburn, Gilchrist No: None Motion carried. Ordinance 2023-77 adopted 7-0. Resolution 2023-79 introduced by Mayor Jones was given its Third reading. A Resolution Authorizing the Mayor to enter into an Option and Ground Lease Agreement with TowerCo 2013 LLC to provide for a Monopole Cellular Tower located at North Olmsted Park, and further authorizing the Mayor to execute all contract documents, and declaring an emergency. Councilwoman Hemann moved for adoption. The motion was seconded by Councilman Scarl and passed 7-0. Roll Call: Yes: Hemann, Scarl, Madden, Williamson, Gilchrist, Glassburn, Limpert
