Council Minutes of 30-03-2023 <br />and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the <br />lowest and best bidder, and declaring an emergency. <br />Councilman Scarl moved for adoption. The motion was seconded by Councilwoman Gilchrist and passed <br />7-0. <br />Roll Call: <br />Yes: Scarl, Gilchrist, Hemann, Glassburn, Hemann, Madden, Limpert <br />No: None <br />Motion carried. Resolution 2023-99 adopted 7-0. <br />Resolution 2023-100 introduced by Mayor Jones was given its second reading. A Resolution authorizing <br />the Director of Recreation and Public Engagement to advertise for bids for the award of a contract to <br />provide construction services for the Springvale Dredging Project, as detailed in specifications on file, <br />and authorizing the Mayor, following approval by the Board of Control, to enter into a contract for same <br />with the lowest and best bidder. <br />Resolution 2023-101 introduced by Mayor Jones was given its second reading. A Resolution authorizing <br />the Director of Recreation and Public Engagement to advertise for bids for the award of a contract to <br />provide construction services for the Springvale ADA Ramp Project, as detailed in specifications on file, <br />and authorizing the Mayor, following approval by the Board of Control, to enter into a contract for same <br />with the lowest and best bidder. <br />Ordinance 2023-105 introduced by Mayor Jones, placed on first reading and suspension of the rules <br />requested. An Ordinance to authorize the appropriation of $82,500.00 for the North Olmsted Safe & <br />Healthy Homes — Home Repair Program Fund, subject to reimbursement by the Northeast Ohio Public <br />Energy Council ("NOPEC") Energized Community Grant Program, and declaring an emergency. <br />Councilman Madden moved to suspend the rules requiring three readings and formal Committee <br />review. The motion was seconded by Councilwoman Williamson and failed 4-3. <br />Roll Call: <br />Yes: Scarl, Limpert, Hemann, Gilchrist <br />No: Madden, Williamson, Glassburn <br />Motion failed. <br />Mr. Madden voted no with comment to state that it appears we need to spend a little more time on this <br />legislation to further look at the grant and the timeline, and it appears we have time to do so as the <br />grant is not due until November. <br />Mr. Glassburn voted no with comment to state that we do three readings on legislation, not because it is <br />some technical process, but to allow for public input. This legislation could very well be good legislation, <br />but it has the opportunity to go at least one more reading, and I think we should allow the public to <br />have their input. <br />Ordinance 2023-106 introduced by Mayor Jones, placed on first reading. An Ordinance accepting a <br />0.0048 Acre Permanent Right -Of -Way Easement acquired for a public purpose, to wit: the <br />establishment, construction, reconstruction, widening, repair or maintenance of Clague Road, from Kyle <br />
