Council Minutes of 10-17-2023 <br />children. This is a new event this year, and an alternative for those who may not wish to go <br />trick -or -treating door-to-door or are too young; this event is for five years old and younger. <br />• Another new event this year is the first "Boogie Bash Halloween Dance," to be held from 6-9 <br />p.m. on Thursday, October 26 at Springvale Ballroom. Tickets will be sold at the door only for <br />$15 per person. Free admission if three canned goods are donated to the Oxcart Food Pantry <br />and admission is only $10. <br />• Trick or Treating will be observed in the City from 6-8 p.m. on Tuesday, October 31. <br />Participating residents were asked to turn on their porch light during those two hours. <br />• The City is partnering with Great Northern Mall and MOEN to hold the rained out North Olmsted <br />Boom! event as part of Santa's Grand Arrival at Great Northern Mall on Friday, November 17, <br />2023. The event, sponsored by Northeast Ohio Parent Magazine, will begin indoors at 5:30 p.m. <br />Christ the King Vineyard Church graciously agreed to host and sponsor a hot chocolate station in <br />the mall parking lot. At approximately 6:30 p.m., everyone will gather outside for Santa's Grand <br />Arrival, and the fireworks show. Once the show is over, everyone can head inside to get their <br />photo taken with Santa and enjoy other planned activities until 7 p.m. <br />• Mayor Jones advised Council that she will be unavailable for the next week's Committee <br />meetings, as she will be watching her son graduate from basic training. <br />Director of Law Gareau: <br />• Director Gareau provided an update on Ted Bowman vs. The City of Fairview Park, which <br />includes the City of North Olmsted and several police officers in US District Court. North <br />Olmsted will be filing a Motion for Judgement on the pleadings, based upon some pleading <br />deficiencies and the statute of limitations; Director Gareau is confident the case will be <br />dismissed. <br />• Regarding the Silverstein Firm vs. the City of North Olmsted, this is the case concerning the <br />Planet of the Vapes. Director Gareau believes a Motion for Summary Judgement would be in <br />order because they have failed to exhaust their administrative remedies. <br />Director of Finance Copfer: <br />• The Mayor provided Director Copfer's report by stating Director Copfer attended the GFOA <br />Seminar held in Cleveland, which was very informative and provided the necessary hours for the <br />mandated certification. One of the items discussed was the increased threshold for public <br />bidding from $50,000.00 to $75,000.00 in the Ohio Revised Code. Director Copfer wanted to be <br />sure Council knew of this change as the City's Charter follows the State rules and this change will <br />be implemented. <br />Council President Pro Tempore provided the Committee of the Whole Report on behalf of Council <br />President Brossard: <br />The Committee of the Whole met on October 10, 2023. Present were all of Council, the Mayor and <br />Directors of taw, Finance, HR, Economic Development, Safety, Service and Special Assistant to the <br />Mayor. The Committee of the Whole began at 7:52 p.m. Council and members of the Administration <br />heard a presentation by Roby Simons, of Robert A. Simons, LLC., on North Olmsted's Housing Master <br />Plan and the highest and best use analysis for the Forest Elementary site. After which, Council <br />adjourned at 8:31 p.m. into Executive Session to consider the sale of property at competitive bidding, if <br />premature disclosure of information would give an unfair competitive or bargaining advantage to a <br />
