<br />The Public Safety, Health and Welfare Committee met on Tuesday, October 10, 2023 at 7:07 p.m.
<br />Present were Committee Members Williamson, Madden and Glassburn and Council Members Hemann,
<br />Limpert, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance
<br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development
<br />Upton, Safety Director Scofield, Service Director Kearney, Special Assistant to the Mayor Massarolo and
<br />guests.
<br />• Discussed Resolution 2023-103. A Resolution Authorizing the Mayor to Enter into a Contract
<br />with Advanced Asphalt Paving, Inc. to Provide Services to the Parking Area at Fire Station II at a
<br />Cost of $19,900.00. Director Scofield addressed this issue with the Committee. The building was
<br />constructed in 2007 and little to no maintenance on the parking lot since that time. There are a
<br />number of areas where the water does not drain properly, and has a number of trip hazards
<br />present. The parking lot will be patched, regraded, and paved over. Moving forward, a regular
<br />maintenance schedule will be implemented. The Legislation was favorably recommended by a
<br />vote of 3-0.
<br />• Discussed Ordinance 2023-105. An Ordinance to Authorize the Appropriation of $82,500.00 for
<br />the North Olmsted Safe & Healthy Homes — Home Repair Program Fund, Subject to
<br />Reimbursement by the Northeast Ohio Public Energy Council Energized Community Grant
<br />Program, and Declaring an Emergency. Each year, NOPEC provides funds to the City for various
<br />uses. There was fund money from years 2018-2021 that had not been expended. NOPEC
<br />recently put an expiration date on the remaining funds, and there is currently money expiring in
<br />this fund in November 2023. NOPEC requires the city to give back to the residents. NOPEC
<br />agreed to allow the funds to be used in the City's Safe & Healthy Homes initiative which assists
<br />homeowners in need of repairs to their residential dwellings. The Legislation was favorably
<br />recommended by a vote of 3-0.
<br />• Last discussed was Ordinance No. 2023-110. An Ordinance Authorizing the Mayor to Enter into
<br />an Agreement with Cuyahoga County and the Cuyahoga County Court of Common Pleas,
<br />Juvenile Division, Wherein the City will Continue to Implement a Community Diversion Program
<br />to Hear Status, Misdemeanor, or Felony Offense Complaints involving Juveniles through
<br />December 31, 2024, and Declaring an Emergency. Chris Allegra addressed this legislation with
<br />Council. It is a one-year renewal agreement with the County. The dollar amount has increased
<br />from $B4OODk to $9,300. The stipend has also increased from $200 to $300 per person. The
<br />County has requested that the City finalize their portion of the agreement by the end of
<br />October. The Legislation was favorably recommended by a vote of 3-0, and the Committee
<br />Meeting Concluded at 7:19 p.m.

<br />The Building, Zoning and Development Committee met on Tuesday, October 10, 2023 at 7:20 p.m.
