Council Minutes of 10-17-2023 <br />• Discussed PDC Case #23-25256 Freddy's Frozen Custard's plan amendment to add an additional <br />exit lane, the case was recommended to Council by a vote of 2-1 and the Committee Meeting <br />concluded at 7:25 p.m. Councilman Limpert moved to recommend approval of PDC Case # 23- <br />25256. The motion was seconded by Councilwoman Hemann. <br />Roll Call: <br />Yes: Limpert, Hemann, Glassburn, Gilchrist, Madden, Scarl, Williamson <br />No: None <br />Motion carried. PDC Case #23-252596 approved by a vote of 7-0. <br />Councilman Limpert moved to extend the time for Ordinance 2023-95 to be heard in Planning and <br />Design Commission by 30 days. Ordinance 2023-95 time extended to be heard in PDC by a vote of 7-0. <br />Councilman Limpert asked for a moment of personal privilege to state that he attended the Trunk -or - <br />Treat Event, in the wind and rain, but it was a successful event and he thinks it's great that there is <br />collaboration with the Recreation Center and the Police Department. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, October 10, 2023 at 7:24 p.m. Present were Committee <br />Members Glassburn, Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and <br />Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director <br />Scofield, Service Director Kearney, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-106, Easement of PPN 231-10-068 to widen Clague Road. The <br />legislation was favorably recommended by a vote of 3-0. <br />• Discussed Ordinance 2023-107, Easement of PPN 231-10-005 to widen Clague Road. The <br />legislation was favorably recommended by a vote of 3-0. <br />• Discussed Ordinance 2023-108, Then and Now Certificates, to tighten controls following a State <br />audit, all items had been previously budgeted. The legislation was favorably recommended by a <br />vote of 3-0. <br />• Discussed Resolution 2023-109, Federal Equitable Sharing Fund, which is creating a new fund to <br />satisfy federal reporting requirements. The legislation was favorably recommended by a vote of <br />3-0. <br />• Discussed Ordinance 2023-111, Transfer appropriations with Suspension, allows for changes in <br />budgeting due to shortfalls in the STOP fund, and increased funds for Senior Transportation. <br />The legislation was favorably recommended by a vote of 3-0. <br />The Finance Committee Meeting was recessed at 7:52 p.m. until after the Committee of the Whole <br />Meeting and Executive Session. The Finance Meeting reconvened at 9:24 p.m. <br />• Lastly discussed Ordinance 2023-94, Sale of Parcel 233-26-063, with suspension, and including <br />the final property size of .6629 acres and correct sale price. The legislation was favorably <br />recommended by a vote of 3-0, and the Committee Meeting concluded at 9:34 p.m. <br />
