Council Minutes of 11-21-2023 <br />Olmsted churches. Last year, our very generous employees raised $3,500 to give a family a <br />great Christmas. <br />• Mayor Jones also took part in the ribbon -cutting event at Sarku Japan on Friday, November 101". <br />• Mayor Jones delivered welcoming remarks, along with North Olmsted City Schools <br />Superintendent David Brand, at the school district's annual "Salute to Veterans' program on <br />Friday, November 10th. On Monday, November 13th, the Mayor accompanied SITES students <br />from North Olmsted High School to Vitalia Senior Living to spend time with the veterans and <br />senior citizens. <br />• The Mayor announced that North Olmsted City Hall will be closed on Thursday and Friday in <br />observance of the Thanksgiving holiday. <br />Director of Law Gareau: <br />• Director Gareau updated Council on the case of Ted Bowman vs. the City of Fairview Park, et al., <br />wherein a Motion for Judgement was filed on the pleadings to have the case dismissed. It was <br />opposed and the City filed its reply brief, and is expecting a favorable outcome. <br />Director of Finance Copfer: <br />• Director Copfer reported that Moodys Investment Services performed a surveillance review on <br />the City and issued a report affirming our rating on November 10". <br />• The Community Improvement Corp. met on November 14, 2023, and are moving forward with <br />writing bi-laws and setting up the infrastructure. The CIC will be coming to Council to request <br />some of the funding that was discussed in budget hearings. <br />• Rocky River Municipal Court Finance Directors met on November 91", the Court is still running at <br />a deficit, although somewhat less than 2022's deficit. Our maximum contribution is the total <br />fines from last year, which are around $68,000-$70,000. Rocky River bears the burden of <br />anything over and above what the other cities are required to contribute. <br />• The temporary budget is on first reading. The Administration went with a one-third budget for <br />the first quarter as has been done in the past, but with zero capital. <br />• Director Copfer stated the City received the monies from the First Responders Grant. <br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, November 14, 2023 at 6:35 p.m. <br />Present were Committee Members Williamson, Madden and Glassburn and Council Members Hemann, <br />Limpert, and Gilchrist, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, <br />Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, <br />Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Liquor Permit 8163714 SIGMM LLC located at 25070 Country Club Blvd., after a <br />review by the Police Department and having found no issues, it was recommended the liquor <br />permit not be objected to by a vote of 3-0 and the Committee Meeting concluded at 6:37 p.m. <br />Councilwoman Williamson moved to not oppose liquor permit 8163714 SIGMM U.C. The motion was <br />seconded by Councilman Madden and passed 7-0. <br />Roll Call: <br />Yes: Williamson, Madden, Scarl, Gilchrist, Hemann, Glassburn, Limpert <br />No: None <br />
