<br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee:
<br />The Building, Zoning and Development Committee met on Tuesday, November 14, 2023 at 6:38 p.m.
<br />Present were Committee Members Limpert, Williamson and Hemann and Council Members Glassburn,
<br />Madden and Gilchrist, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director
<br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton,
<br />Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek,
<br />Special Assistant to the Mayor Massarolo and Councilman Elect Shymske.
<br />• Discussed Ordinance 2023-95. An Ordinance amending the zoning map of the City of North
<br />Olmsted to rezone a portion of Split Parcel 233-26-063 from one family residence to B-3 General
<br />Business Zoning, as Amended. Councilman Limpert reported that Director Upton stated the lot
<br />which was sold to Weber Automotive is being requested to be rezoned. The legislation was
<br />favorably recommended and the Committee Meeting concluded at 7:45 p.m.
<br />Councilman Limpert asked for a moment of personal privilege to congratulate Chestnut School for an
<br />excellent Veterans Day program.
<br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee:
<br />The Recreation, Public Parks and Buildings Committee met on Tuesday, November 14, 2023 at 6:45 p.m.
<br />Present were Committee Members Hemann and Limpert and Council Members Williamson, Glassburn,
<br />Madden and Gilchrist, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director
<br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton,
<br />Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek,
<br />Special Assistant to the Mayor Massarolo and Councilman Elect Shymske.
<br />• Discussed Resolution 2023-128. A Resolution authorizing the City Engineer to advertise for bids
<br />for the award of a contract to provide construction services for the Recreation Center Data
<br />Project, as detailed in the specifications on file, and authorizing the Mayor, following approval of
<br />the Board of Control, to contract for the same with the lowest and best bidder. Ms. Hemann
<br />reported that this legislation is to address overall improvement to the City's aging electrical
<br />infrastructure to support the City's new technology needs, create an enhanced wireless service
<br />and also assist with disaster relief issues. The addition of a data closet will improve not only the
<br />power outages, it will improve such things as wireless internet services, cell reception at certain
<br />of the City's public buildings and public spaces, but also addressing the City's need for a
<br />redundancy system and disaster relief system regarding the protection of our technology and of
<br />our residents. The City currently has no type of disaster relief center for its technology nor for
<br />its residents to use in case of an emergency. The cost of the data closet is estimated to be in the
<br />range of $300,000 to $400,000 and is greatly needed. The legislation was favorably
<br />recommended by a vote of 2-0, and the Committee Meeting concluded at 6:56 p.m.
<br />Councilman Glassburn gave his report from the November 14, 2023 Committee meeting at the Special
<br />Council meeting, but stated he now has an updated map to be added to the Ordinance 2023-132.
<br />Councilman Glassburn moved to accept the updated map for Ordinance 2023-132. The motion was
<br />seconded by Councilman Limpert and passed 7-0.
