Council Minutes of 11-21-2023 <br />Mr. Glassburn asked for a moment of personal privilege to state that he attended the City Planning <br />meeting on Thursday and was encouraged by the attendance and is interested in seeing the final <br />tabulations. <br />Councilwoman Gilchrist, Vice Chair of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, November 14, 2023 at 6:57 p.m. Present were <br />Committee Members Gilchrist and Madden and Council Members Williamson, Glassburn, Hemann and <br />Umpert, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director <br />Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant <br />to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-127. An Ordinance authorizing the City of North Olmsted, pursuant to <br />Section 941.01(d) of the Streets, Utilities and Public Services Code, to partially contribute to the <br />costs incurred for refuse collection by owners of certain residential structures not otherwise <br />authorized to receive refuse collection services from the City of North Olmsted, and declaring an <br />emergency. Councilwoman Gilchrist reported that this is the second of four parts to have the <br />City now pay 50% of the garbage collection of certain private streets. The legislation was <br />favorably recommended by a vote of 2-0 and the Committee Meeting concluded at 7:05 p.m. <br />COMMUNICATIONS <br />None. <br />Connie English <br />5009 E. Park Drive <br />Ms. English came to Council to reference an email that one of her neighbor's sent to the Administration <br />which included several questions that were responded to by the Administration before Ms. English <br />reading them at this time. Ms. English stated again that she is opposed to the cell phone tower at the <br />park and she feels it is better suited somewhere else. <br />J. Weseling <br />5323 Evergreen Drive <br />Ms. Weseling came to Council to voice her opposition to the cell tower at the Community Park. She <br />feels it is a sanctuary to enjoy the outdoors. She admonished the leaders for allowing the park to be <br />diminished by the cell tower and feels there are more important things the City could be focusing on. <br />She feels the cell tower will decrease their home values and asked Council and the Administration to <br />consider other options. <br />Terry Czarnecki <br />5109 E. Park Drive <br />Ms. Czarnecki came to Council to oppose the cell tower. She advised that the neighborhood is serious <br />about getting appraisals and seeking counsel. She asked again if the vote on the legislation was valid as <br />she felt it did not have the correct information. <br />
