Council Minutes of 12-19-2023 <br />important pieces of legislation she has sponsored or co-sponsored over her 14 years as a member of <br />Council. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee, did not have a <br />report, however he asked fora moment of personal privilege to thank Councilwoman Williamson for her <br />service. <br />Councilman Limpert moved to extend the time for the Planning and Design Commission to review <br />Resolution 2023-121 for an additional 30 days, the motion was seconded by Councilwoman Williamson. <br />Roll Call: <br />Yes: Limpert, Williamson, Scarl, Glassburn, Gilchrist, Madden <br />No: None <br />Motion carried. <br />Councilman Madden's vote was not captured in the roll call, however, Council President Brossard, asked <br />Councilman Madden to register a vote with regard to extending the time for the PDC to review <br />Resolution 2023-121, to which Councilman Madden voted yes. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, December 19, 2023 at 7:15 p.m. Present were Committee <br />Members Glassburn, Williamson and Limpert and Council Members Madden, Gilchrist and Scarl, Council <br />President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Resolution 2023-142. A Resolution directing the Fiscal Officer of Cuyahoga County to <br />pay to the City of North Olmsted, Ohio, during the year 2024 all money due and owing said City <br />from any collection source, and declaring an emergency. The legislation was favorably <br />recommended with suspension 2-0. <br />• Discussed Ordinance 2023-143. An Ordinance amending and restating Chapter Fifteen, Title One <br />of the Coded Ordinances of the City of North Olmsted titled, 'Taxation Code; Municipal <br />Income Tax" in order to Implement revised standards required by the Ohio Legislature, and <br />declaring an emergency. Mr. Glassburn noted that there were some changes explained by <br />Director Copfer such as remote work and minor changes in the filing deadlines. The legislation <br />was favorably recommended with suspension 2-0. <br />• Discussed Ordinance 2023-144. An Ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending December <br />31, 2023 and declaring an emergency. There were very few changes, mainly the crack sealing <br />funds. The legislation was favorably recommended with suspension 2-0. <br />• Discussed Ordinance 2023-145. An Ordinance to make appropriations for capital improvements <br />for the City of North Olmsted for the year ending December 31, 2024. Mr. Glassburn noted a <br />few changes in the budget, one being the removal of the new windows at the police station. The <br />legislation was favorably recommended with the amendment 2-0. <br />• Discussed Resolution 2023-146. A Resolution authorizing the Mayor and the Director of Finance <br />to transfer the sum of Seventy -Five Thousand Dollars ($75,000.00( from the General Fund to the <br />North Olmsted Community Improvement Corporation for general operations and to fund the <br />North Olmsted Neighborhood Beautification Program, and declaring an emergency.
