Council Minutes of 03-03-2024 Connie English 5009 E. Park Drive Ms. English came to Council to state her concerns and objections to the cell phone tower at the park. Ms. English provided a hand-out to the Clerk to be distributed to Council, which is attached to these minutes, as well as a Records Request addressed to Director Upton. Terry Czarnecki 5109 E. Park Drive Ms. Czarnecki came to Council to state her concerns and objections to the cell phone tower at the park. Chris Kmiecik 23727 Elm Road Ms. Kmiecik came to Council to state her concerns and objections to the cell phone tower at the park. Ms. Kmiecik asked Council what the difference was between an Amendment and a Repeal. Assistant Law Director O'Malley answered by saying a Repeal is after a matter has been passed, and an Amendment is a change to legislation still before the body. Ms. Kmiecik also spoke on the Deer Management Program asking two questions of Council. Director Scofield responded by stating there were 13 additional people who responded to the second posting of the survey, and that the reposting of the survey was made public at the last Council Meeting. Lori Casciani 3887 Canterbury Road Ms. Casciani came to Council to state her concerns and objections with the Deer Management project. Ms. Casciani felt there were errors from the last meeting's minutes. Ms. Casciani provided a hand-out to Council, which was handed to Council via the Clerk at the meeting, a copy is attached to these minutes. David Herod 5283 Evergreen Drive Mr. Herod came to Council to state his concerns and objections to the cell phone tower at the park. Sandy Johnston 5086 W. Park Drive Ms. Johnston addressed Council again to ask how money for pickle ball courts is sought out, but not money for the park. LEGISLATION Ordinance 2023-145 introduced by Mayor Jones was given its third reading. An Ordinance to make appropriations for capital improvements for the City of North Olmsted for the year ending December 31, 2024, as Amended. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Scarl and passed 4-0.
