Determination of VacancwPosdnr/Notice. 441amaWhenever the Employer determines <br />that a position is to be filled in a vacancy occuring within a job classification covered by the <br />terms of this Agreement, or a new job is created within the meaning of Article 24 of this <br />Agreement, md the Fimpisy@p 4soi&5 to fill the position, the Employer shall post a notice of the <br />opening for seven (7) consecutive calendar days on bulletin boards within each department. The <br />notice shall contain the job classification, title, rate of pay, department and a brief job <br />description. Any employee may apply for any such opening posted by filing a written application <br />on forms provided by the Employer, with the Human Resources Director on or before the last <br />day of the posting period. Any application not timely filed need not be given consideration. This <br />Article provides the procedure for filling promotional positions covered by this Agreement. No <br />Civil Service exams shall be given for promotions to job classifications covered by this <br />Agreement. <br />19.02 —19.04 (Deleted) <br />19.02. Vacancy Award/Evaluation of Internal Applicants. The Employer shall evaluate those <br />applications that are timely filed internally to determine if the applicants have the necessary <br />knowledge, skills, and abilities to perform the essential junctions of the posting. In the event that <br />the Employer determines that two (1) or more employees have equal knowledge, skills, and <br />abilities to perform the position, then the most seniority employee shall be awarded the vacancy <br />and should the employees have identical seniority dates, then a coin flip shall determine the <br />award In the event that the Employer determines that no internal candidates possess the <br />necessary knowledge, skills, and abilities to perform the position, the Employer shall have the <br />authority to commence an external hiringprocess and consider outside candidates. <br />W.85 19.03. Probation after Transfer/Promotion. An employee awarded a job under Article <br />19 of this Agreement will serve <br />sixty (60) working days as a probationary period <br />with no more supen,ision than is required by other cmpls5e@s on 4w s�e 9F si�ilff i4s, md <br />If the <br />employee fails o days probation, or if the employee <br />himself so requests within twenty (20) days after he has been awarded the job, he shall be <br />returned to his former job. An employee awarded a job under the provisions of Article 19 shall <br />receive at the time of the award, the appropriate rate of pay in the classification. <br />448619.04. Limitations on Promotion/Lateral Applications. No employee shall be eligible for <br />promotion or lateral or downward transfer under these provisions until he has satisfactorily <br />completed the required probationary period. <br />4486 19.05. Offered Crew Transfer Bids Prior to Hirine.
