Council Minutes of 02-06-2024 bidder. Councilman Scarl stated that more than one bid is anticipated and a discussion was had on the age of the rooftops and details of the scope of the bid was discussed. The legislation was favorably recommended by a vote of 2-0, and the Committee Meeting concluded at 7:05 p.m. Councilman Scarl, Chairman of the Public Safety, Health and Welfare Committee: The Public Safety, Health and Welfare Committee met on Tuesday, January 23, 2024 at 6:57 p.m. Present were Committee Members Scarl and Madden and Council Members Limpert, Glassburn, Gilchrist, and Scarl, Mayor Jones, Law Director Gareau, Human Resources Director Kidd, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. • Discussed Liquor Permit 6381503 1942 T&T Mexican Grill LLC, DBA 1942 Tacos & Tequila Mexican Grill located at 25102 Brookpark Road, Unit D 130. Councilman Scarl advised this is a new liquor permit and the police have no concerns, the Committee voted 2-0 to not object to Liquor Permit 6381503, and Committee Meeting concluded at 6:59 p.m. Councilman Scarl moved to not object to Liquor Permit 6381503, 1942 T&T Mexican Grill. The motion was seconded by Councilwoman Hemann and passed 7-0. Roll Call: Yes: Scarl, Hamann, Limpert, Glassburn, Gilchrist, Shymske, Madden No: None Motion carried. Park Drive Ms. English came to Council to counter points made by Mr. Massarolo at the January 16, 2024 Council meeting. She asked how much money the City gets if a certain number of residents sign up for NOPEC, and asked what the qualifying purchases were. Mayor Jones stated that her office will provide her with that list. Ms. English also asked about the grants for the theater, and asked if the grant was from the City or the State. Mayor Jones stated that the grant would be from the City, and sent to City Council for their consideration. Ms. English questioned points in the contract regarding Class 3 towers, and read the possible dangers of a Class 3 tower. Ms. English also asked if the contract had been signed, and Mayor Jones responded no, that it was still being reviewed by the Law Department. Ms. English stated that as her final act to stop the tower from being installed, she has contacted legal counsel. She also asked about the Lorain Corridor project and when Lorain Road would be fixed. Mayor Jones responded that a section will be resurfaced by ODOT in 2025. Janice Denham 5129 E. Park Drive Ms. Denham came to Council to also counter points made by Mr. Massarolo at the January 16, 2024 Council meeting, stating his points were misleading, and his fans were not equivalent, and stated those differences. She felt his comments on property values were an insult. She asked why the damaging health consequences of living next to a cell tower had not been addressed, and continued on to advise
