<br />Discussed Resolution 2024-7. A Resolution authorizing the Director of Recreation and Public
<br />Engagement to advertise for bids for the purchase of a Greensmower lawn mower to be used at
<br />Springvale Golf Course, as detailed in specifications on file, and authorizing the Mayor, following
<br />approval by the Board of Control, to enter into a contract for same with the lowest and best
<br />bidder, and declaring an emergency. Councilwoman Hemann reported that Director Pinchek
<br />stated that there have been no mowers purchased for Springvale Golf Course in the last few
<br />years, and that we currently have two mowers for fairway use, and regular grass areas and only
<br />one for greens. A Greensmower is a specialty mower, and further noted that our current
<br />mower is in disrepair with limited parts available, and there is no back-up Greensmower.
<br />Director Pinchek noted there were three Greensmowers in the area with an estimated cost of
<br />$70,000.00. The legislation was favorably recommended 3-0, and the Committee Meeting
<br />concluded at 7:20 p.m.
<br />Councilman Glassburn, Chairman of the Finance Committee:
<br />The Finance Committee met on Tuesday, February 13, 2024 at 7:20 p.m. Present were Committee
<br />Members Glassburn, Limpert and Scarl and Council Members Hemann, Madden, Gilchrist and Shymske,
<br />Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human
<br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director
<br />Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Assistant
<br />Finance Director Sperling, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Resolution 2024-9. A Resolution approving of and authorizing the Mayor to enter into
<br />a Collective Bargaining Agreement with Ohio Council 8, Local 2681, of the American Federation
<br />of State, County and Municipal Employees ("AFSCME"), for the City Service Unit, for the period
<br />January 1, 2024 through December 31, 2026, and declaring an emergency. Councilman
<br />Glassburn noted the contract allows for 4-3-3 wage increase, some minor changes in allowances
<br />and a minor change in employee holidays. The legislation was favorably recommended with
<br />suspension 3-0.
<br />• Discussed Ordinance 2024-8. An Ordinance authorizing the Mayor to accept on behalf of the
<br />City of North Olmsted the Northeast Ohio Public Energy Council (NOPEC) 2024 Energized
<br />Community Grant. Councilman Glassburn stated this legislation allows the acceptance of energy
<br />conservation grant funds. Councilman Glassburn emphasized that this is not the agreement
<br />with NOPEC, it is simply allowing the City to apply for the funds. The legislation was favorably
<br />recommended 3-0.
<br />• Discussed Ordinance 2024-3 the final Budget. Councilman Glassburn noted that the time in
<br />Committee was spent reviewing the 2023 results and the 2024 projected revenues. A discussion
<br />was had on income tax and property tax as well as other special revenue. The Budget assesses
<br />actual healthcare costs, and factors in the 4% wage increase. All non -grant and non -investment
<br />revenues were fiat or down marginally versus 2022. Mr. Glassburn noted there is a projection of
<br />a decline in revenues over the previous year. The legislation was held in Committee by a 3-0
<br />vote and the Committee Meeting concluded at 8:18 p.m.

<br />Assistant Finance Director Sperling, Police Chief Wagener, Special Assistant to the Mayor Massarolo and
<br />guests.
<br />• Discussed Ordinance 2024-3 the final budget. Councilman Glassburn provided an update on the
<br />budget hearings held on February 20th prior to the Council Meeting. Councilman Glassburn
