Council Minutes of 02-20-2024 <br />stated that some of the larger items from the Safety budget were discussed. Mr. Glassburn <br />noted that the deer management program in now in Safety's budget, instead of Service. ARPA <br />funds will be used for the Safety Forces grant, and the Violence Reduction Grant for training. <br />In the Police budget, the goal is to get to 48 officers, previously funded 48-50, but are facing <br />challenges getting qualified candidates to apply. The Police would like to add another service <br />dog and the Regional SWAT Team would like the City to contribute to another Bearcat Armored <br />vehicle. A discussion with regard to changes in the Correction Officer staff, new radios for patrol <br />and dispatch, three new police vehicles in order to maintain the fleet and an additional E -Bike. <br />There will also be an amendment to the Police budget as there was a significant clerical error <br />entering the cost of gas; adding that an eye will be kept on the changes with the police pension. <br />In the Fire budget was a remodel of the Kitchen and dorms at Fire Station I. The open dorms <br />and poor plumbing are not working; the dorm remodel will be paid for through Capital <br />borrowing and a stair chair to help with patients while navigating stairs. <br />The Building budget seeks to fill vacant positions, bring new software online for permitting, <br />funds for nuisance yard abatement, and demolition, as well as budgeting for expenses related to <br />permitting for the new elementary school. The Committee voted favorably 3-0 to hold the <br />Budget Legislation in Committee until all divisions have been reviewed by Council, and <br />Committee Meeting concluded at 7:31 p.m. <br />Councilman Scad, Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, February 13, 2024 at 8:19 p.m. <br />Present were Committee Members Scarl, Hemann and Madden and Council Members Limpert, <br />Glassburn, Gilchrist, and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance <br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director <br />Pinchek, Assistant Finance Director Sperling, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2024-5. A Resolution authorizing the Administration to solicit Statements <br />of Qualifications (S.O.Q.) from qualified professionals to consult on the development of a Safe <br />Routes To Schools )SRTS) Travel Plan, in partnership with the North Olmsted School District; and <br />further authorizing the Mayor, following approval of the Board of Control, to enter into a <br />consulting agreement with the professional selected in the S.O.Q. process. Councilman Scarl <br />stated the City received a grant for $36,752 from ODOT to hire a consultant to develop a plan. <br />The Safe Routes to School will be focused primarily on the new elementary school as the <br />entrance will be on Lorain Road, and Councilman Scarl stated it is important to get this right for <br />the students and adults that will be going to that school.
