Council Minutes of 02-20-2024 <br />Planning & Design Commission. The Committee voted 3-0 to recommend the appointment to <br />Council and the Committee Meeting concluded at 7:01 p.m. <br />Councilman Madden moved to approve the appointment of Matt Marrie to the Planning and Design <br />Commission to fill the unexpired term of 01-01-21 through 12-31-25. The motion was seconded by <br />Councilwoman Gilchrist and passed 7-0. <br />Roll Call: <br />Yes: Madden, Gilchrist, Hemann, Scarl, Limpert, Shymske, Glassburn <br />No: None <br />Motion carried. The appointment of Matt Marrie to the Planning and Design Commission approved by a <br />vote of 7-0. <br />Councilman Shymske, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, February 13, 2024 at 8:26 p.m. Present were <br />Committee Members Shymske, Madden and Gilchrist Council Members Glassburn, Hemann, Limpert <br />and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, <br />Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety <br />Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, <br />Assistant Finance Director Sperling, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2024-4. A Resolution authorizing the Administration to solicit Statements <br />of Qualifications (S.O.Q.( from qualified professionals to serve as the City's Arborist to enforce <br />the provisions of Chapter 950, "Tree Preservation and Management"; and further authorizing <br />the Mayor, following approval of the Board of Control, to enter into a consulting agreement <br />with the professional selected in the S.O.Q process, and declaring an emergency. Councilman <br />Shymske stated that there currently is not an arborist on staff and this would help better define <br />the responsibilities within the department. He also noted that this person would serve in a <br />consulting capacity and the costs, not to exceed $45,000.00, will be split among three <br />departments. The legislation was favorably recommended 3-0, and the Committee Meeting <br />concluded at 8:35 p.m. <br />None. <br />Connie English <br />5009 E. Park Drive <br />Ms. English came to Council to ask various questions to the Administration and Council. Ms. English <br />asked if Matt Mande was the same person that ran for Council, to which Councilman Madden responded <br />yes. She also asked Mr. Shymske if he said in his report that there was no arborist on staff, to which <br />Councilman Shymske responded yes. Ms. English also asked for an update on the audio/visual system in <br />Chambers, to which Council President Brossard responded that it is Council's intention to upgrade our <br />audio/visual system to better serve the public but does not have any dates. Ms. English also noted that <br />she is still awaiting the list of cell carriers on the existing monopole towers in the City, and asked if there <br />were any plans for the 100 -year anniversary of the park, to which the Mayor responded that there will <br />be activities planned and she will make those arrangements public. <br />
