Council Minutes of 03-05-2024 <br />Director of Law Gareau: <br />• Director Gareau advised of the increase in property maintenance issues as the weather <br />improves. He highlighted the efforts made by the Building and Law Departments to address the <br />issues and the importance of gaining compliance. He shared an example of a long-standing case <br />on Porter Road and mentioned potential legal action. <br />Director of Finance Copfer: <br />• Director Copfer reported that she collaborated with the Municipal Advisor, Broker, and Bond <br />Counsel regarding the forthcoming borrowing plan for capital improvement notes for the North <br />Olmsted Community Park and dorm remodel at Fire Station I. Legislation will be introduced on <br />March 20, 2024. <br />• Director Copfer also reported that the auditors commenced fieldwork on March 11, 2024. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, February 27, 2024 at 8:36 p.m. <br />Present were Committee Members Limpert, Glassburn and Gilchrist and Council Members Scarl, <br />Madden, Hemann and Shymske, Council President Brossard, Mayor Jones, Law Director Gareau, Finance <br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director <br />Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed the Lorain Corridor Study reviewed by Planning and Development Committee. This <br />seeks to adopt the Lorain Road Corridor Study as a framework document to guide decisions for <br />the corridor as we move forward over the next 10 to 15 years. Mr. Upton noted the Key <br />Performance Indicators for the study which were items that the administration felt they could <br />directly impact; those were the number of curb cuts that are eliminated along the corridor, the <br />number of curb cuts that are right -sized to the typical 30 feet, as we have some up to 100 ft. <br />which creates unsafe environments, and right -size and eliminate clear cuts. Rebalancing of <br />crosswalks and making crosswalks more prominent throughout the corridor, the amount of <br />lineal feet of a multi -use path that we can lay end-to-end and provide safety from the road, <br />removing the visual clutter on Lorain Road, mainly the number of power lines that we can take <br />underground which can run as much as a million dollars a mile, and we have 6.15 miles of power <br />lines. The Economic Development Director noted that Stearns to Canterbury Road is the first <br />phase of the project. Mrs. Hemann inquired about the details of the intermediate steps versus <br />the long term vision, and Mr. Limpert noted that he would like to see a more detailed plan <br />related to those indicators for Phase I, which is the Stearns to Canterbury portion, and a to have <br />a better understanding of the Capital commitment that would be required for the intermediate <br />and longer approach for that node. Mr. Limpert also asked to better understand the RTA path as <br />it relates to that intergovernmental program, and how the Corridor Study would be used to <br />advance that portion of the corridor. The Administration noted that RTA is interested in making <br />the Cleveland to Lorain County Line a priority corridor, and have also engaged Fairview Park on <br />their vision. It was also noted that Fairview has also done a study around Lorain Road. These <br />are the foundations that would help the City qualify for federal funds to help improve the <br />corridor. The committee noted that the next steps would be to drill down into the Stearns to <br />Canterbury portion of the project, in order to understand the capital expectations, and the <br />Study was held in Committee by a vote of 3-0. <br />
