<br />• Next on the agenda was Ordinance 2024-30, which is amending of the Fix our Fronts Ordinance.
<br />There were outstanding questions from the previous meeting on whether the increase of the
<br />amount would impact the number of applicants taking advantage of the program, and a
<br />recommendation was made by the Committee to increase the requirements to receive a $50K
<br />funding level. The Ordinance was held in in Committee by a vote of 3-0, and the Committee
<br />meeting concluded at 7:49 PM.
<br />The Building, Zoning and Development Committee also met on Tuesday, March 5, 2024 at 6:30 p.m.
<br />Present were Committee Members Limpert and Glassburn and Council Members Scarl, Madden,
<br />Gilchrist and Shymske, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources
<br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield,
<br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Assistant Finance
<br />Director, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Ordinance 2024-10 An Ordinance amending Ordinance 2022-68 in order to modify the
<br />"Fix Our Fronts" Storefront Renovation Grant Program by creating a new category of permissible
<br />grants and further authorizing the Mayor to issue grants to approved grantees, and declaring an
<br />emergency. Councilman Limpert reported this legislation is to change the cap of the Community
<br />Investment Corporation from $20,000 to $50,000, and for the proposed project to have a
<br />minimum investment of $4,000,000. The recommendation to Amend the legislation was made
<br />by the Committee Chair, and the resulting proposed amendment was to change the
<br />requirement for a $50,000 award to be a minimum of 20 jobs, versus the 5 jobs for $20,0000.
<br />The legislation was favorably recommended as amended by a vote of 3-0, and the meeting
<br />concluded at 6:36 p.m.
<br />Councilman Limpert moved to remove Ordinance 2024-10 from the Agenda. The motion was seconded
<br />by Councilman Glassburn and passed 6-0.

<br />Councilman Limpert asked for a moment of personal privilege to congratulate Emma Nolan on her State
<br />Championship title in vault, noting she is definitely someone who makes our City proud.

<br />The Finance Committee met on Tuesday, February 27, 2024 at 7:49 p.m. Present were Committee
<br />Members Glassburn, Limpert and Scarl and Council Members Hemann, Madden, Gilchrist and Shymske,
<br />Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human
<br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director
<br />Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant
<br />to the Mayor Massarolo and guests.
<br />• Discussed Ordinance 2024-12. An Ordinance to authorize the execution of Then and Now
<br />Certificates by the Finance Director and the payment of amounts due for various purchase
<br />orders and declaring an emergency. Councilman Glassburn noted the legislation was to approve
<br />purchase orders that were late, and that all are now in compliance. The legislation was
<br />favorably recommended by a vote of 3-0.
