<br />Discussed Resolution 2024-16. A Resolution authorizing the Department of Public Service to
<br />advertise for bids for diesel fuel and gasoline products for use by the City of North Olmsted, as
<br />per specifications on file, and authorizing the Mayor, after approval of the Board of Control, to
<br />enter into a contract to purchase such products, and declaring an emergency. Councilman
<br />Glassburn reported that the bidding will be conducted by March 31, 2024 for pricing. The
<br />legislation was favorably recommended by a vote of 3-0.
<br />Lastly discussed Ordinance 2024-3. An Ordinance to make appropriations for current expenses
<br />and other expenditures for the City of North Olmsted for the year ending December 31, 2024
<br />and declaring an emergency. Councilman Glassburn reviewed the items discussed for each
<br />department as follows:
<br />o Service - Previous backlog of equipment deferrals, addition of an eighth salt truck and
<br />damaged traffic signals.
<br />o Wastewater- South Equalizer tank project, Clague Force Main, no personnel changes,
<br />UV, large filtration equipment, turbine builder, trying to minimize odors around the
<br />plant with a cover, addressed status of sewer system for flooding, addressed
<br />developments at former school properties. Several projects (South EO, Clague), will be
<br />reimbursed once the projects are completed.
<br />o Fleet - Seeking salt trucks, 2 dump trucks, 2 lawn mowers (60"), open equipment trailer.
<br />o Springvale — Replace golf carts, bridal suite room/bathroom, dumpster area
<br />improvements and a new Greensmower. There is also the implementation of a golf rate
<br />decrease for Seniors.
<br />o Recreation Center — Had a $125,000 carry-over. The field turf project is complete, ice
<br />rink will close for a month for repairs, $30,000.00 set-aside for North Olmsted Park
<br />Planning, UH outpatient rehab center is likely to begin this year with 35-40k revenue
<br />possible, electrical closet/internet, SOk recreation truck that may be handed down from
<br />fleet instead.
<br />o Senior Center — New desks and chairs and kitchen renovation, youth services did not
<br />have any changes.
<br />o Economic Development — Increase in postage for resident mailings, have had success
<br />with grant writing initiative, a new website and a new arborist.
<br />o Engineering — Software updates, notifications for large projects, overtime for Engineer.
<br />o Finance — Dedicated revenues for ARPA programs, wages vs. revenue and debt service
<br />continues to decrease.
<br />The legislation was held in Committee by a vote of 3-0, and the Committee meeting concluded
<br />at 9:55 p.m.
<br />The Finance Committee also met on Tuesday, March 5, 2024 at 6:36 p.m. Present were Committee
<br />Members Glassburn, Limpert and Scarl and Council Members Madden, Gilchrist and Shymske, Mayor
<br />Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of
<br />Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney,
<br />Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and
<br />guests.
