Council Minutes of 03-05-2024 <br />o Mayor's Office — Implement new text messaging system to be added to the Mayor's <br />department instead of service. A postage increase, low ticket revenues, however is <br />expecting revenues to rise in the next six months. <br />o IT — Subscription service models for software change in that direction, converting to <br />Microsoft 365 email, begin workstation three-year replacement plan beginning, <br />converting telephones to a new system. <br />o Human Resources— Replacement chairs for training, no staffing or policy changes. <br />o Law— Increase in outside services to due to previous incidents, no major changes. <br />o Council — New A/V system scheduled for possible installation in December, Council <br />Surfaces coming to the end of their service life. <br />o Overall Updates: <br />• Some missing copier leases <br />• Additional Rocky River Court Costs <br />• Police Gas and other updates <br />• General Fund $13,000 balance <br />• Fire Station I Project in Capital budget only <br />o Possible Changes: <br />• Fire Station I <br />• Police Officers 49 and 50 <br />• Surfaces for Council <br />• UH Wellness Initiative <br />• Longer term funding for Home Repair Program <br />The legislation was held in Committee by a vote of 3-0 and the Committee Meeting concluded at <br />7:38 p.m. <br />Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee on Tuesday, February 27, 2024 at 6:32 p.m. Present were <br />Committee Members Gilchrist, Shymske and Glassburn and Council Members Hemann, Limpert, Scarl <br />and Madden, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, <br />Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety <br />Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special <br />Assistant to the Mayor Massarolo, City Engineer and guests. <br />• Discussed Resolution 2024-13. A Resolution authorizing the City Engineer to advertise for bids <br />for the award of a contract to provide construction services for the 2024 Street Resurfacing <br />Project, as detailed in the specifications on file, and authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. Ms. Gilchrist <br />reported the City Engineer, Jeff Filarski spoke to this legislation. He explained to Council the list <br />of streets needing asphalt resurfacing, the types of work including asphalt resurfacing of some <br />roads, rejuvenation of some roads — a liquid to extend the life of the asphalt service, repairs <br />needed to Dewey Rd and Fawn Dr. and asphalt repair to pot holes on specific roads. The streets <br />were ranked on severity of need for repairs or replacement of asphalt by Dave Demaline, the <br />Streets Foreman and the City Engineer. Total cost is estimated to be $1,169,000.00. The <br />funding is coming from the permanent improvement fund that was already approved by Council <br />in December of 2023. The work is expected to be done by end of July and the legislation was <br />favorably recommended 3-0. <br />
