Council Minutes of 03-05-2024 <br />Discussed Resolution 2024-14. A Resolution authorizing the City Engineer to advertise for bids <br />for the award of a contract to provide cracksealing on various streets at various locations in the <br />City, as detailed in the specifications on file, and authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. Councilwoman <br />Gilchrist noted that Jeff Filarski, the City Engineer explained that the streets requiring <br />cracksealing have not yet been determined, however, they will work up to the budget number <br />of about $90,000. It was also reported that the City Engineer and Dave Demaline are currently <br />working on creating the list of streets needing cracksealing repairs. The legislation was <br />favorably recommended 3-0. <br />Discussed Resolution 2024-15. A Resolution authorizing the City Engineer to advertise for bids <br />for the award of a contract to provide new pavement markings to various streets and locations <br />in the City, as detailed in the specifications on file, and authorizing the Mayor, following <br />approval of the Board of Control, to contract for the same with the lowest and best bidder. The <br />City Engineer, Jeff Filarski, discussed how this an annual program to freshen the pavement <br />markings on the roads in North Olmsted. The City Engineer spoke of how he discussed a road <br />schedule with Director Kearney and Dave Demaline in which the main roads would be painted <br />yearly, and the side streets painted every other year, saving the City between $30,000 - $40,000 <br />dollars. Since the side streets were done last year, only the main streets will be done this year. <br />It was also mentioned that they are not anticipating a shortage of materials this year. The <br />legislation was favorably recommended 3-0 and the Committee concluded at 6:47 p.m. <br />Councilman Shymske, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, February 27, 2024 at 6:47 p.m. Present were <br />Committee Members Shymske, Hemann, Madden, Council Members Glassburn, Hemann, Limpert and <br />Scar[, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, <br />Director of Economic and Community Development Upton, Safety Director Scofield, Service Director <br />Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo <br />and guests. <br />• Discussed Resolution 2024-17. A Resolution authorizing the Director of Public Service to <br />advertise for bids for the award of contracts for the transportation and disposal of bio -solids <br />from the Wastewater Treatment Plant to an O.E.P.A. approved site, another N.P.D.E.S. permit <br />holder, or other authorized sites and further authorizing the Mayor to enter into agreements <br />with the two lowest and best bidders following approval by the Board of Control. Councilman <br />Shymske reported the legislation allows for a contract as done in the past, that takes the bio - <br />solids from waste water treatment to an OEPA facility. It was determined that the legislation <br />needed to be amended for the Mayor to enter into agreements with two of the lowest and best <br />bidders. The contract will be for a period of three years. The legislation was favorably <br />recommended as Amended by a vote of 3-0. <br />Councilman Shymske moved to Amended Resolution 2024-17. The motion was seconded by Councilman <br />Madden and passed 6-0. <br />Roll Call: <br />Yes: Shymske, Madden, Scarl, Glassburn, Limpert, Gilchrist <br />No: None <br />Motion carried.
