Council Minutes of 03-05-2024 <br />Discussed Ordinance 2024-18. An Ordinance authorizing the Mayor to execute documents <br />required to grant separation of an identified area from the North Olmsted Sewer Facility <br />Planning Area to the Northeast Ohio Regional Sewer District Facility Planning Area and, once <br />approved, to enter into an amendment of the Sewer Service Area defined by the Sewer Service <br />Agreement with the County of Cuyahoga, as amended and restated in 2013, and declaring an <br />emergency. Councilman Shymske reported this legislation allows 27 parcels to leave the North <br />Olmsted sewer facility planning area and go to the Northeast Ohio Regional sewer district. As <br />defined by the sewer service agreement with the Cuyahoga County, as amended and restated in <br />2013. Mr. Shymske noted the Olmsted Township parcels currently have septic and are <br />expected to need a sewer upgrade in the next 20 years. There would be a high cost to furnish <br />sewer service to this area, and by allowing the properties to leave the planning area, this would <br />be avoided. This would have no economic impact to North Olmsted. The legislation was <br />favorably recommended with suspension by a vote of 3-0. <br />Lastly discussed Ordinance 2024-19. An Ordinance repealing Chapter 950 entitled "Urban <br />Forest" and enacting new Chapter 950 entitled 'Tree Preservation and Management" of the <br />Streets, Utilities and Public Services Code of the City of North Olmsted. Councilman Shymske <br />reported this legislation repeals Chapter 950 "Urban Forest' and replaces it with new Chapter <br />950 entitled "Tree Preservation and Management". Mr. Shymske noted the Ordinance aims to <br />clean up language in the current code. Concerns were raised about who would be ruling on <br />certain matters, and some felt there needed to be clarification of this code change. It was <br />therefore voted on 3-0 to hold the legislation in Committee, and the Committee Meeting <br />concluded at 7:22 p.m. <br />None. <br />Janice Denham <br />5129 E. Park Drive <br />Ms. Denham came to Council to express increasing dissatisfaction with the City of North Olmsted's <br />Administration, citing their lack of approachability, responsiveness and transparency. She highlighted <br />concerns about the Administration ignoring public opinion and scientific evidence regarding the <br />negative health effects of radiofrequency emissions particularly on children and park visitors. Ms. <br />Denham noted her efforts to seek assistance from State and federal Representatives due to the <br />Administration's perceived failure to address residents' concerns adequately. <br />Steve Erhman <br />5680 Wellesley Avenue <br />Mr. Erhman came to Council to express concerns about the placement of the cell tower, questioning the <br />scientific evidence and emphasizing its visual impact. He discussed the potential for eminent domain <br />lawsuits and highlighted the importance of due diligence in site selection. He presented alternate plans <br />(attached to these minutes) for the city park, suggesting improvements to enhance its appeal and <br />visibility. <br />
