<br />construction to separate Birch School during construction. A motion to recommend PDC Case
<br />24-23689 PK -5 was approved by a vote of 2-0 and the meeting concluded at 7:25 p.m.

<br />by Councilman Madden and passed 3-0.

<br />The Finance Committee met on Tuesday, March 26, 2024, at 7:44 p.m. Present were Committee
<br />Members Glassburn, Limpert and Scarl and Council Members Madden, Gilchrist and Shymske, Mayor
<br />Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of
<br />Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney,
<br />Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Ordinance 2024-23. An Ordinance providing for the issuance and sale of not to exceed
<br />$3,800,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of
<br />acquiring and installing energy conservation measures in City buildings and facilities, together
<br />with all necessary appurtenances thereto. Councilman Glassburn noted that this is a one-year
<br />note to bridge to a full bond in 2025. The legislation was favorably recommended 3-0.
<br />• Discussed Ordinance 2024-24. An Ordinance providing for the issuance and sale of not to exceed
<br />$6,150,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of
<br />improving the City's parks and recreational facilities, including the Senior Center, by
<br />constructing, installing, furnishing, equipping and improving basketball courts, baseball facilities,
<br />playgrounds, multi-purpose fields, trails, and parking lots, and otherwise improving parks and
<br />recreational facilities, together with all necessary appurtenances thereto, and clearing,
<br />equipping and improving the sites thereof. Councilman Glassman stated the cost of the project
<br />will most -likely be off -set by $1,000,000.00 in grants, but the City will not receive the grant
<br />reimbursement until the project is completed. The legislation was favorably recommended 3-0.
<br />• Discussed Ordinance 2024-25. An Ordinance providing for the issuance and sale of not to
<br />exceed $625,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs
<br />of constructing, reconstructing, furnishing, equipping and otherwise improving the City's fire
<br />stations, together with all necessary appurtenances thereto. Councilman Glassburn noted that
<br />this is a one-year note to bridge to the full bond in 2025, and further added that Council is still
