Article 34, Funeral Leave <br />The parties added language requiring that these benefits be taken in conjunction with the date of <br />services or death and allowing for documentation to be required. Titles were also added to reflect <br />content. <br />Article 35, Unpaid Leave Requests <br />The parties added titling and clarified language to reflect that leave requests under this language are <br />unpaid and address the administration of insurance benefits and COBRA following an employee <br />exhausting his or her FML leave. The parties also added language to address unpaid personal leave so <br />that this aligns with the other AFSCME bargaining unit. <br />Article 38, Job Trainine/Continuine Education/Expenses <br />The parties cleaned up the language by removing references to obsolete equipment and referenced that <br />mileage will be provided in accordance with City policy. <br />Article 39, Compensatory Time <br />The parties created a compensatory time Article in the CBA and added language reflecting the City's <br />rights under the FLSA to manage the use and administration of compensatory time, establishing a <br />reasonable time period for requests under the FLSA, and a procedure for addressing times when the <br />exact say sought cannot be granted. This is the same language as was contained in the other AFSCME <br />agreement. <br />Article 40, Disciplinary Procedure <br />The parties added a new discipline article to the Agreement. The language reflects the widely accepted <br />`just cause" standard, lists types of disciplinary actions that may be taken, (including the use of paper <br />suspensions/suspensions of record), and integrates the pre -disciplinary conference process into a stand <br />alone disciplinary article. <br />Article 41, Personnel Files <br />The parties added a personnel files article to the Agreement to address issues surrounding public <br />records, access, and review of files. The parties also incorporated language addressing how certain <br />types of documents are initialed prior to being placed into the file. <br />Article 48.
