Council Minutes of 05-07-2024 <br />• Discussed Resolution 2024-37. A Resolution approving of and authorizing the Mayor to enter <br />into a Collective Bargaining Agreement ("CBA") with the American Federation of State, County <br />and Municipal Employees ("AFSCME") Local 2681, Clerical & Technical Unit, for the period <br />January 1, 2024, through December 31, 2026. Councilman Glassburn noted that this is the <br />second CBA of the cycle noting there were similar changes to the first CBA that this Council <br />approved, as was the case with the last one. There is a 30 -day limitation for Council to approve, <br />which was why suspension was requested on second reading. The legislation was favorably <br />recommended 2-0, with Councilman Scarl abstaining. <br />• Discussed Ordinance 2024-30. An Ordinance to make Appropriations for Capital Improvements <br />for the City of North Olmsted Fire Station 1 for the year Ending December 31, 2024. Councilman <br />Glassburn noted that under this legislation Fire Station 1 will receive some updates to the dorm <br />quarters and HVAC systems, which will result in individual rooms with individual HVAC units for <br />the firefighters. The legislation was favorably recommended 2-1. <br />• Discussed Ordinance 2024-31. The Plans Examiner Fees legislation was favorably recommended <br />by a vote of 3-0. <br />• Discussed Ordinance 2024-38. An Ordinance authorizing the Mayor to enter into an agreement <br />with the Ohio Department of Natural Resources (ODNR) to accept state capital funding in the <br />amount of $150,000.00 for the construction of improvements at the North Olmsted Community <br />Park, and declaring an emergency. The legislation was favorably recommended 3-0. <br />• Lastly, discussed Ordinance 2024-39. An Ordinance to revise the Codified Ordinances by <br />adopting current replacement pages; and declaring an emergency. The legislation was favorably <br />recommended 3-0 with suspension, and the Committee Meeting concluded at 8:28 p.m. <br />Councilman Glassburn asked for a moment of personal privilege to state that he had the privilege of <br />visiting Fire Station 1, as a parent with the North Olmsted Early Childhood PTA. He noted that the <br />firefighters were great hosts to all of the kids, under the age of five, and that the children approved of <br />our fire services as well. <br />Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee on Tuesday, April 23, 2024 at 7:34 p.m. Present were <br />Committee Members Gilchrist, Shymske and Glassburn and Council Members Hemann, Limpert, Scarl <br />and Madden, Mayor Jones, law Director Gareau, Finance Director Copfer, Human Resources Director <br />Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, Service <br />Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor <br />Massarolo, the City Engineer and guests. <br />• Discussed Ordinance 2024-35. An Ordinance authorizing the Mayor to enter into a First <br />Amendment to the agreement between the County of Cuyahoga and the City of North Olmsted <br />for the resurfacing of Clague Road from Lorain Road to Marion Road, and declaring an <br />emergency. Councilwoman Gilchrist reported that Director Upton explained the amended <br />agreement reflects the updated cost sharing with regard to the Clague Road project. Director <br />Upton reported that in order for the County to bid the project and award it, so that it can be <br />done this year, we must amend the agreement to reflect the new cost share, adding that this <br />cost is in the capital budget. The legislation was favorably recommended 3-0 and Committee <br />Meeting concluded at 7:36 p.m. <br />None. <br />
