Council Minutes of 05-21-2024 <br />Administration is seeking a two-year contract, with the option of a third year. The <br />legislation was favorably recommended 3-0. <br />• Discussed, Resolution 2024-43. A Resolution dispensing with the RFP process and <br />authorizing the Director of Recreation and Public Engagement to enter into a contract <br />with Morgan Services, Inc. for linen laundry services at Springvale Ballroom, and <br />declaring an emergency. Councilwoman Hemann reported that this contract is unable to go <br />to bid because Springvale does not do the volume required by vendors. Morgan Services, Inc. is <br />reputable, dependable, and has been doing a very good job. The legislation was favorably <br />recommended 3-0. <br />• Lastly discussed, Resolution 2024-44. A Resolution authorizing the Director of Economic <br />and Community Development to solicit Statements of Qualifications for architectural <br />firms to perform an historic preservation plan and architectural assessment for the Old <br />Town Hall pursuant to Secretary of the Interior Professional Qualifications Standards for <br />Architectural History. Councilwoman Hemann noted that in order to perform any type <br />of restoration, there will need to be a historical preservation plan and architectural <br />assessment for the basement, foundation and overall support structure. The <br />anticipated cost of the historic preservation plan is $50,000.00. Director Upton <br />addressed the Committee and Council regarding the $271,000.00 federal grant from <br />Senator Sherrod Brown. The grant is part of the Saving America's Treasures Act through <br />the Department of the Interior. The legislation was favorably recommended 3-0, and the <br />Committee Meeting concluded at 7:36 p.m. <br />Ms. Hemann asked for a moment of personal privilege to acknowledge St. Brendan's Parish's 601h <br />anniversary. She also thanked the Mayor for her proclamation and recognition of the event. Ms. <br />Hemann thanked the church for having a strong presence in the Community for 60 years. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, May 14, 2024 at 7:36 p.m. Present were Committee Members <br />Glassburn, Limpert and Scarl and Council Members Hemann, Madden, Gilchrist and Shymske, Council <br />President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Resolution 2024-50. A Resolution approving the award of a Job Creation Grant to J.L. <br />Moore, Inc. and further authorizing the Mayor to enter into a Grant Agreement; and declaring <br />an emergency. Councilman Glassburn reported that the job creation grant will bring a general <br />contracting firm to North Olmsted with approximately 13 employees. The legislation was <br />favorably recommended 2-0-1, with Councilman Glassburn abstaining. <br />• Discussed Ordinance 2024-40. An Ordinance establishing new rates of compensation for <br />administrative personnel amending rates for the year 2024 (four percent increase); retitling the <br />Police Secretary Position to Administrative Assistant, creating a part-time Property Room <br />Manager within the Police Division and otherwise establishing the compensation rates and <br />descriptions for various Administrative and Legislative Personnel for the years 2025 (three <br />percent increase) and 2026 (three percent increase), and declaring an emergency. Councilman <br />Glassburn reported that this Ordinance follows the updates of the bargaining units that have <br />passed to date. A typographical error regarding the Administrative Assistant notation will be <br />corrected. The legislation was favorably recommended 3-0. <br />
