Council Minutes of 05-21-2024 <br />• Lastly Discussed Resolution 2024-41. A Resolution dispensing with the RFP process and <br />authorizing the Mayor to enter into a contract with Microsoft to provide M365 hosted email <br />services -migration at a cost of $102,177.15, and declaring an emergency. Councilman Glassburn <br />reported that this purchase will allow the City to migrate its email system to Microsoft, which is <br />sorely needed due to the various failings with the existing providers. The legislation was <br />favorably recommended and the Committee Meeting concluded at 8:02 p.m. <br />Councilman Scarl, Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, May 14, 2024 at 8:02 p.m. Present <br />were Committee Members Scarl, Hemann and Madden and Council Members Limpert, Glassburn, <br />Gilchrist, and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, <br />Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, <br />Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2024-45. Councilman Scarl stated the legislation aims to retitle Secretary <br />to Administrative Assistant, and to add a part-time Property Room Manager position, both of <br />which will report to the Chief of Police. Director Scofield stated the title change to <br />Administrative Assistant is just a change in title only, and there is no change in the pay scale. <br />Additionally, Chief Wagner noted that the property room is currently managed by a retired <br />police lieutenant, who was hired years ago to manage a poorly maintained property room, and <br />adding that he feels this role is better served under administration rather than corrections, as it <br />is today. The Committee voted 3-0 to favorably recommend 0.2024-45 to Council. <br />• Discussed Ordinance 2024-46. Councilman Scarl reported that this legislation adds the <br />language of up to six Lieutenants to the Police Department's Organizational Chart. Director <br />Scofield and Chief Wagner requested a change in the police department's organizational chart <br />to give the police chief more flexibility in managing resources and deploying personnel. Chief <br />Wagner stated the change to 12 -hour shifts required an additional lieutenant, but the <br />organizational chart was not updated accordingly. Chief Wagner also added that the timing of <br />the request was to avoid ambiguity with the upcoming lieutenant test results. A discussion was <br />had with some council members expressing their concerns with this legislation, as well as those <br />in favor of this change. The legislation was favorably recommended by a vote of 3-0. <br />• Discussed Resolution 2024-48. Councilman Scarl reported this legislation seeks approval of <br />Cuyahoga County's 911 plan, as adopted by the 911 Program Review Committee. The Mayor <br />explained that the administration originally requested suspension to meet the County's <br />deadline, however, that deadline changed several times since receipt. Mayor Jones expressed <br />concerns with the plan noting past experiences with the county's 911 plan, in which it initially <br />pushed for regionalization, but later, did not enforce it. The Mayor also pointed out <br />inconsistencies within the plan, adding that her recommendation would be to hold in committee <br />until clearer guidance is provided. The committee agreed in light of the vague guidelines set <br />forth in the plan, and unclear direction by the State and County, to hold Resolution 2024-48 in <br />Committee by a vote of 3-0. <br />• Lastly discussed was Resolution 2024-49. Councilman Scarl noted that Director Kidd explained <br />this is to enable her office to solicit requests for qualifications for civil service promotional and <br />entry-level testing. The committee voted 3-0 to favorably recommend R. 2024-49, and the <br />Committee concluded at 8:51 p.m. <br />
