Council Minutes of 06-04-2024 2 <br /> Director of Finance Copfer: <br /> • Absent, no report. <br /> Councilman Limpert,Chairman of the Building, Zoning and Development Committee: <br /> The Building, Zoning and Development Committee met on Tuesday, May 28, 2024 at 7:00 p.m. Present <br /> were Committee Members Limpert, Glassburn and Gilchrist and Council Members Scarl, Madden, <br /> Hemann and Shymske, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br /> Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, <br /> Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, <br /> Special Assistant to the Mayor Massarolo and guests from North Olmsted City School District, as well as <br /> the design and construction team. <br /> • Discussed PDC Case 26012-P010 PK-5 School. Councilman Limpert reported the design team <br /> presented Phase 2 of the PK-5 school, which will be a state-of-the-art facility. The school will be <br /> located on Lorain Road on the current Birch School property. The team made collaborative <br /> efforts with the Planning and Design Commission to ensure the neighboring residents were <br /> being appropriately shielded from noise and traffic. Variances were granted on the building <br /> style and some setbacks; the PDC approved the plan. The design team presented that <br /> adequate and appropriate screening will be incorporated for the very large school facility of <br /> 173,000 square feet. There will be two gyms, a community room, and large common areas, in <br /> addition to the groupings of classrooms. Councilman Limpert reported that several questions <br /> were asked about screening and buffering for the residents on Birch Circle, as well as on the <br /> playground capacity and flexibility, and other safety measures. It will be designed as two <br /> schools under one roof. Councilman Limpert noted that the site utilities, pick-up/drop-off, the <br /> red color of the building, variation of fencing, playgrounds, tree canopy, underground detention <br /> basins and fencing, were also discussed. Current student occupancy is for 1,750, but the <br /> building does have some capacity to expand if more classrooms are required. PDC Case 26012- <br /> P010 was favorably recommended to Council by a vote of 2-0 with Councilman Glassburn <br /> abstaining. <br /> Councilman Limpert moved for approve PDC Case 26012-P010 PK-5 School. The motion was seconded <br /> by Councilwoman Gilchrist and passed 6-0 with Councilman Glassburn abstaining. <br /> Roll Call: <br /> Yes: Limpert,Gilchrist, Hemann, Madden, Scar!,Shymske <br /> No: None <br /> Abstain: Glassburn <br /> Motion carried. PDC Case 26012-P010 approved 6-0,with Councilman Glassburn abstaining. <br /> • Next on the Committee Agenda was Ordinance 2024-28. An Ordinance Amending Section <br /> 1101.02 entitled "Major Subdivisions; Procedural Requirements" of Chapter 1101 of the <br /> Planning and Zoning Code of the Codified Ordinances of the City of North Olmsted entitled <br /> "Subdivision Regulations" in order to eliminate the street length provision when a cul-de-sac is <br /> planned as set forth in Section 1101.02(d)(2)(E), as Amended. Councilman Limpert reported that <br /> Director Upton advised that it is not common practice to have such stringent distance limitation, <br /> adding that it was put in place years ago when there were different requirements and needs on <br /> gas and water pressure. The Committee voted 3-0 to favorably recommend Ordinance 2024-28 <br /> to Council. <br />
