<br /> • Discussed Ordinance 2024-55. An Ordinance authorizing the Mayor to enter into a Community
<br /> Reinvestment Area (C.R.A.) Agreement with JL Moore Construction, Inc., as Amended.
<br /> Councilman Limpert reported that there were a few changes to correct some dollar figures and
<br /> typos within the contract that were corrected, and therefore the legislation was recommended
<br /> to be amended. This is a two million CRA that includes a 10-year exemption. Director Upton
<br /> and Councilwoman Hemann were both pleased and appreciative that the incoming resident was
<br /> going to collaborate with the nearby VFW business, as he is a veteran-owned business, to
<br /> support being a good neighbor coming into a vacant lot. After some discussion, the Committee
<br /> voted 2-0,with Councilman Glassburn abstaining, to favorably recommend Ordinance 2024-55.
<br /> • Discussed Resolution 2023-121. A Resolution adopting the Lorain Road Corridor Study for the
<br /> purpose of guiding the development of a Transportation For Livable Communities Initiatives
<br /> (TLCI) plan. Councilman Limpert stated that Director Upton presented further discussion
<br /> around the vision of the Lorain Corridor Study, discussing details on the KPls, specifically on
<br /> reduction of putting wires underground, some of the costs that would be related to that, as well
<br /> as the timelines of the plan. The Committee voted 3-0 to hold in Committee for a few weeks,
<br /> and the Committee Meeting concluded at 8:15 p.m.
<br /> Councilman Limpert moved to Amend Ordinance 2024-28. The motion was seconded by Councilman
<br /> Glassburn and passed 7-0.

<br /> • Discussed Resolution 2024-57. A Resolution authorizing the Director of Recreation and Public
<br /> Engagement to apply for a grant in the amount of$70,000.00 as may be awarded by Play& Park
<br /> Structures, as the seller and, if awarded, further authorizing the Mayor to enter into a purchase
<br /> agreement not to exceed $70,000.00 for playground equipment at the North Olmsted City Park.
<br /> Councilwoman Hemann reported that Director Pinchek explained that Park & Play is a
<br /> playground equipment company located in Tennessee and they are offering a 1 to 1 dollar
<br /> match, up to ten million dollars, for their private grant program, however, the City is only
<br /> requesting a 1 to 1 dollar match up to $70,0000. Park & Play is offering this private grant
