The Committee voted 3-0 to favorably recommend Resolution 2024-57 to <br /> Council and the Committee Meeting concluded at 8:22 p.m. <br /> Councilman Glassburn, Chairman of the Finance Committee: <br /> The Finance Committee met on Tuesday, May 28, 2024 at 8:25 p.m. Present were Committee Members <br /> Glassburn, Limpert and Scarl and Council Members Hemann, Madden, Gilchrist and Shymske, Council <br /> President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources <br /> Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br /> Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br /> Mayor Massarolo and guests. <br /> • Discussed Resolution 2024-56. A Resolution authorizing the Mayor to enter into a contract with <br /> Automation Mailing and Shipping Solutions (AMSS) to provide mailing and postage services for <br /> the City of North Olmsted, and declaring an emergency. Councilman Glassburn reported that <br /> there is a need to replace the current postage machine as it will not be in compliance with the <br /> current postal standards coming in July. The Committee voted 3-0 to favorably recommend <br /> with suspension to Council. <br /> • Discussed Ordinance 2024-58. An Ordinance creating the Forest Commons Tax Increment <br /> Financing Incentive District; declaring improvements to the parcels within the Incentive District <br /> to be a public purpose and exempt from real property taxation; requiring the owners of those <br /> parcels to make service payments in lieu of taxes; establishing a municipal public improvement <br /> tax increment equivalent fund for the deposit of those service payments; specifying the public <br /> infrastructure improvements that benefit or serve parcels in the Incentive District; and declaring <br /> an emergency. Councilman Glassburn noted that this is for the new housing district on the <br /> former Forest School property, that creates a district that will use tax increment financing for <br /> public improvements to benefit that district. The Committee voted 2-0, with Councilman <br /> Glassburn abstaining to favorably recommend Ordinance 2024-58 with amendment to Council. <br /> • Discussed Ordinance 2024-34. An Ordinance to make appropriations for capital improvements <br /> for the City of North Olmsted Parks for the year ending December 31, 2024, as Amended. <br /> Councilman Glassburn reported that this legislation, as written, authorized $6.15 million <br /> towards improvements at North Olmsted Park. There was extensive conversation on this, and <br /> two major sets of amendments were made. First was going with what was the Administration's <br /> Option B, which involves adding a splash pad, pickleball courts, and some other minor changes <br /> to the park plan. Additionally, other changes were to include changes for funds for <br /> improvements to Barton Bradley and Little Clague Park. Councilman Glassburn noted that on a <br /> technical basis, there was a change to the language from "Park" to "Parks", and to increase the <br /> limit from $6.15 million to $7.5 million. The Committee voted 2-1 to favorably recommend to <br /> Council with the amendments, and the Committee Meeting concluded at 9:26 p.m. <br /> Councilman Glassburn moved to Amend Ordinance 2024-34.
